nbc10's matt delucia is live at the scene. matt, bring us up to speed. what's happening there? >> reporter: all right, tracy. we're in the parking lot where the administration building is just behind me. way back in the distance, you see some of the street lights around that correctional facility. it's way back there where all of this is going on. the latest update about 3 1/2 hours ago. 14 additional inmates were moved from building "c." they were moved out but 82 inmates are still in that building. skyforce 10 shows some of the inmates being let out of that "c" building they james vaughn corrections facility. it began about 18 hours ago. 10:30 yesterday morning, four members of the staff were taken hostage and through family members and a newspaper, made known the treatment. two of those officers were released. one of them had been treated for nonlife-threatening injuries. at one of the news conferences, prison officials would not say if the facility is understaffed. but they do say they would continue filling vacancies here. as you take it to a live look, we're in the parkin

nbc10 matt delucia joins us live. matt, what do you know? >> reporter: tracy, overnight, police heard a report of shots being fired. they stopped a car at christian and alden streets. a guy got out of the car and there was a pursuit that happened after that. take a look. this is windfield heights. police stopped a car in front of the state police barracks. we were there as two men and a woman were taken into custody. police say after the stop on alden street the pursuit continued to the schuylkill expressway. police put out an apb on the car that was spotted on montgomery and belmont. and then another pursuit on monument road. no one was injured. of course, we're trying to get more details this morning on why the car was stopped in the first place. again, there was that initial report of shots fired in the area. someone had gotten out of that car. four people left in that vehicle. all told, there were five people in custody this morning and being questioned. at southwest detectives. we're trying to gather more information and i'll pass it al

. >> nbc 10 matt matt delucia live in upper darby. impact it could have on morning commute. >> normally this spot is fairly quiet at this time of day. not right now. take a look behind me. quite a bit of activity at the 69th street transportation center. some of the septa workers have been here all day and night trying to figure out what caused the trains to crash into each other yesterday morning. might be able to see the large dent in one train car right there. take a look at video from yesterday. different angles of this. even with all this activity, septa says service will be running pretty much like it normally does, just with a few cars less than they normally have. this was a slow moving crash yesterday morning around 8:00 in the morning, but it was enough to injure four people. one train operator was critically injured and the impact also knocked a third train out of the service. trains were not in service at the time. didn't have any passengers, but it did have an effect on traffic and service in the area for a good part of t

"new york times" came out with this last night, the paper cites four current and former u.s. officials who say that individuals who is trump's presidential campaign had repeated contact with russians. officials would not say what was discussed on the calls or how many or trump's advisers were involved. former campaign chairman paul m manafort was named as one of them. denied having any conversations. lindsey graham had this to say following the resignation of general flynn before this new report came out. >> it's okay for an administration to talk to foreign dpofts during the transition. i think it breaks tradition. i don't think it's a crime, but the one thing you want to know is the truth. >> loca

nbc 10's matt delucia is live at philadelphia international airport to tell us what's next. matt? >> reporter: the decision last night is creating hope among those who had their via sas cancelled but right now it's unclear if and when those travellers and refugees will be allowed to re-enter the u.s. what happened last night was a temporary restraining order. the judge essentially stopped the president's executive order. president trump's order, it banned travellers from seven predominantly muslim countries and suspended the u.s. refugee program. washington state and minnesota filed a joint lawsuit claiming that the travel ban was against the law but according to national reports the government told airlines to start allowing travellers from those countries to board planes to the u.s. the white house is already fighting back issuing this statement last night quote the department of justice intends to file an emergency stay of this outrageous order and defend the executive order of the president which we believe is lawful and appropriate. the white house later reissued the statemen

we begin with nbc10's matt delucia with details about what's going on now, matt? >> reporter: tracy and vai, we're about 19 hours into this hostage standoff. what i can tell you, it's a little dark from our vantage point and we're a little far away. i'm going to show you a map of where we are down at the administration building. you can see the entire complex of the vaughn corrections facility where that building "c" is. and that's where all of the attention is focused at this hour. so, again, it is a little ways from where we are, but we have seen some activity just within the past few hours. take a look at some video, a little closer from the vantage point, but still quite a ways away. you also see light information the air. could have been a helicopter or perhaps some other equipment that they were using to try to aid in this search and to try to get these two officers rescued and out of that facility. but again, a lot is going on. a lot that we don't know at this point. they're being very mum about many of the details. just in case the folks inside that prison

"nbc 10's" matt delucia continues our team coverage at the frankford transportation center with more of the issues that sparked it all. matt? >> reporter: right. tracy, the trains are running. i heard one go by me at the frankford transportation center. the trains that are running today have been inspected but the issue as jessica mentioned is that we're going to be about 30 to 40 cars short during those peak travel times and that could mean crowded cars. over the weekend they were servicing a market frankford line car when a crack was found in a structural beam. that led to the steps of pulling more of the cars from service and inspecting all of them. septa officials say this problem is different from the cracks that were found this past summer on the silver line regional rail train. let's talk about the impact on travel for a moment. septa says more people take the market frankford line than any other septa service. this does have, of course, a big impact. weekday ridership is more than 187,000. normally during peak times these trains run every four minutes. the cars that were used

nbc 10's matt delucia is live at philly international and has new details about a local family trying to get back here. matt? >> rosemary, the decision this morning basically allows people with valid visas to continue coming to the u.s. some of the folks will be the assali family. we just got this photo within the last 30 minutes or so. it shows the family making their way to the united states. you might remember this family tried to get here to philadelphia international a week ago. they were turned away and told to go back to syria. there were protests here in the arrivals hall as a result of that. now folks like them, their families and others are very happy about this decision, but others are also angry about it. reunions like this one happening at airports across the country. families waiting for loved ones left hanging in the balance. >> it was really frustrated. i was in line when he signed the order. >> the president's executive order had been in effect for a week until a federal judge put a temporary stop to it friday night. since then, airports like philly international have

nbc10's matt delucia is live on the scene with new information. matt, tell us what you know. >> reporter: tracy, we've been on the phone with police all morning. so far, the three men involved in this have not been cooperating. let me walk you through wlapsd. we're on an alleyway. 2700 block here. part of investigation is inside the house, part of investigation is in the alley. those three people are in the hospital this morning but police don't know what the motive was for the shooting. two people were sleeping on the second floor of the home. they were woken up when gunshots were fired at them. both men were shot in the leg. they were rushed to einstein and expected to survive. and then police found another man walking along this alleyway. he was bleeding and carrying a plastic chair. police are treating him as a suspect as he's being treated at einstein. we were talking to police surrounding this case this morning. >> we don't know if this is some type of home invasion or what the motive is. we didn't find any forced entry to the property. we o
