betsy devos: yeah. and with regard to partnering with higher education for charter schools, i think that is a great idea to explore and would certainly encourage communities to look at that and explore that option. i would also encourage exploration of providing virtual learning for classes that they can't necessarily hire a teacher for. different options, and certainly with technology, that affords us a lot wider band of options and would look forward to talking with you about how that might work. sen. shelby: thank you. i'm going to shift to technical education. you know, we have a lot of people going to the universities. constituency my constituents , generally tell me one of the needs in america is a skilled workforce. a lot of the people aren't going to college, but they need the skills for the marketplace. both president trump and you have stated strong support for career and technical education programs. however, this is troubling in the fiscal year budget proposal, 2018 there are large cuts prop

they were handing these things out like candy and now they are watching betsy devos. yeah it completely and totally belinda i've got to say as the millennial on this panel most of us young people we definitely have student loans. the truth of the matter is when you think about people like elizabeth warren who launched a resistance group to betsy devos for consideration i believe is to get the young people to rally when she runs for president in 2020. i know she thinks that she won't but i believe she will. she is looking to bolster her candidacy on an issue like this. totally disenfranchises the process that betsy devos is just getting in their eliminating some of these regulations that are surrounding student loans and the protection that were in place simply because some of the unscrupulous practices that were there but not anymore. >> here's the thing, we talk about a potential ticking timebomb the first quarter this year the 90-day delinquent if student loans at 11%. betsy devos may have to take some kind of critical action and there are day setting the stage. >>

devos was to talk about choice and it's made it the centerpiece of her education agenda. that said, these are complicated times in washington. the president billion-dollar plus plan are by no means certain to become law even in the gop led congress and we had a panel yesterday on the politics of g12 where that was one of the points made, so probably good to keep that in mind. it's not clear what we might see at the federal level, but there is still good reason to be here because as i think palace will tell you a lot of the action, most of the action is at the state level anyway and will probably continue to be so. it's been a busy legislative session in states already this year with big debates. i think one of our panelists, robert were you when texas recently? >> i was. >> there was a lot of debate and i'm-- i'm not sure they got past debate in texas. florida, arizona, arkansas, oklahoma are a few examples of the states where there have been efforts to either create new programs or expand existing ones keep in mind also that the 2000 election didn't just bring in donald

devos plan for education and what i think is particularly troubling is that instead of spending time on figuring out how to support public schools and improve public schools and work with the kids with 90% of the students in public school, so instead of having a plan that works with those students, instead they are solely focus on how to spend taxpayer dollars to send to private schools that don't have the same accountability and no servile students that can reject students based on differentcharacteristics, so i would be more pleased if the focus was on public schools and the most kids and schools that have to accept all students, but instead they have been using the pulpit to talk about ouchers around the country. we have a budget that is decreasing funds for public schools, increasing funds for private schools. one of the programs would give millions of dollars to study and expand private school vouchers. i think that is particularly troubling especially when you look at what they just did with the dc voucher for those of you that have been following that with only fully funded vo

secretary betsy devos has not been very clear as to how she is going to -- she is very big on local control. devos has not critics critics of the system, those who are concerned about how states have addressed this, they are hoping during critics of the system, those who are concerned about how states have addressed this, they are hoping during this process in which these plans are actually evaluated, i think thateral they make sure that there is evidence to show that, always that up to each individual state to determine that? guest: that is a really good question, and that is where it varies by district and schools. it also applies to the person is making that question and decision at the end of the day, but the real question here is in some districts, evaluation across from observation should last for 20 minutes to 30 minutes. the model they use is sometimes 50 minutes. evaluation will be at the end of the year, when kids are on their worst either, or doing just a class of activities really and we're not doing engagement and learning like in september. ,hen you do the observation prolonge

devos taking questions this morning on the president's 2018 budget request. which calls for a nearly 14% cut in federal spending on education. some of the savings would go to school choice programs and some of the programs that have been recommended for cuts include federal student aid, teacher training, after school programs and literacy programs. the subcommittee is headed by ray blunt, of missouri.

devos, steve mnuchin, all these goldman sachs alum who are in the cabinet -- how they would respond to a large-scale crisis that they themselves are not creating. i mean, the chaos is chaos they're generating themselves, either deliberately or out of incompetence and avarice, but what happens if there's a 2008-like financial crisis? what happens, you know, heaven forbid, if there is a manchester-like attack in the united states? the actions of this administration make these types of shocks more likely, not less, right? they're deregulating the banks, creating the conditions for another crash. they are antagonizing the world, particularly the muslim world. you know, isis apparently called trump's muslim travel ban a "blessed ban," because it was so good for recruitment. they are -- you know, they are making climate disasters more likely with everything they're doing to deregulate industry, deregulate for polluters. you know, there's a lag time between that and when the climate shocks hit, but the truth is, we've already warmed the planet enough that no u.s. president can get through
