nbc 10 reporter flew into austin today. he is on his way to houston. he joins us live from texas about 30 miles outside of houston. and so much flooding that you are seeing already there. >> reporter: how things have changed. we were on the road coming in and pulled off here because the highway was closed. take a look at the water on the baseline of 290 heading into houston. you can see a lot of these people have boats coming from all over with boats, volunteers to head into neighborhoods. one of these volunteers. you guys are from austin, texas. what brings you out here? tell me what is the plan with the boats? >> try to help as many people as we can. get water to people who don't want to leave. houston, i have a ton of friends and family here. >> reporter: you have a friend who lives in this neighborhood. you are hoping to get them some water. >> get them out of there if possible. >> i can tell you it started raining significantly harder. we are about to back this boat up into the highway that is covered with water. we are going to check in on people

you can see the core swathed south of austin in san antonio. we have heavy rain bands reaching up to dallas. but right now, the heaviest rain falling for southern louisiana and lake charles. they're expecting anywhere from 15 to 20 inches of rain. some areas could receive 30 to 40 inches of rain. i want you to check out the anatomy of a tropical s notice how you might get some breaks in the rain as the rain bands continue to circulate and meander. right now, on the ground is storm team4's own amelia draper. she'll talk about that a little bit. i know she's down toward galveston. as i zoom in, notice how they're in a bit of a break, but the worst of it is yet to be over, correct, amelia? >> yeah, that's exactely right, somara. we're in galveston, along broadway avenue. i want to show you down the street. we have a lot of water. i'm standing on the sidewalk. it's four to six inches deep. folks milling around, business as usual, because we've not had rain here since the midday hours. and take a look, here's a side street. you can see the road here

the center of harvey is down to the south of austin, north of corpus christi here. the issue zone, though, is actually to the east, right over houston. this is where the heaviest bands of rain, the armbands, as they're called, are pumping in that warm moist air over the gulf. it's fuel for fire over houston. and the problem is because the storm is not really moving at all, only moving about one mile per hour, going to continue with heavy rain there for days to come. this is one future model as we go through the next several days. take a look at where the heaviest rain is stilljected to be tomorrow morning. the exact same spot it is right now. then monday morning through to tuesday morning, still the exact same location, seeing the heaviest and stead rain. from tuesday morning through wednesday, unfortunately, houston still a bull's eye location. finally, wednesday, it looks like the storm center will start to arch to the north through thursday and friday. the system will start to break apart, and hopefully we will be able to finally start seeing some drying over are

looking at pictures, live pictures from austin, texas. at knit moment we'll hear from the governor about preparations under way. can't emphasize this enough. life threatening storm, forecast to bring heavy rain, strong storm surge and winds. not to mention catastrophic floods. some areas starting to feel the effects. ed lavandera in galveston watches heavy rain come in. ed, what are you seeing now? >> reporter: jim, just experienced the strongest first band of hurricane harvey make landfall here in galveston. lasted several minutes. so the winds picked up dramatically and some intense rainfall here. that's kind of a signal of what is to come here. if you look out into the gulf of mexico, you can see how choppy the surf is, and one of those first bands. look back out this way, looking down the coast towards corpus christi where between here and there is where the brunt of this storm is expected to make landfall and where emergency first responders are really bracing, and preparing to react. to whatever rescues are needed. a lot of first re
