the brown v. board of education case was filed in district court. the brown v. board of education case is really a small piece of a much larger case that started really back in the late 1920s and early 1930s, which was part of the national association for the advancement of colored people's or naacp's struggle to overturn it. so they were attempting to file cases that would eventual lead to overturning a case called plessy v. ferguson. and that was a supreme court decision that allowed the state of louisiana to segregate rail cars by race. and once the supreme court made that decision that was constitutional, what you saw was an explosion of laws in the south especially that permitted segregated facilities in all sectors of public life. so the naacp was attempting to overturn that precedent. and they knew they could try to do in one case, but if they lost that would be the end of their attempt. so really beginning in the 1930s, they began to file cases to chip away at that pres dependent. and it w

jeffrey brown is here to help unpack it. >> brown: earlier this spring, fox news aired a story suggesting seth rich was murdered after he had leaked thousands of emails to wikileaks. in fact, there was no evidence linking rich to the leaks, or his murder to the wikileaks case. fox news retracted the story a week later. the initial story relied on a former police detective, rod wheeler, who's also a longtime paid commentator for fox news. but wheeler has now filed a lawsuit against fox alleging he was misquoted in the story, and that he was used as a pawn to deflect attention away from the russia probe. wheeler says he worked with a trump supporter named ed butowsky, and that the two of them met with then-white house press secretary sean spicer, a month before the story ran. he further alleges that the president himself reviewed a copy of the fox story before it was made public. today, the white house denied his claim about the president. david folkenflick broke this for npr and joins me now. dave, welcome to you. first, tell us about ed butowsky and what in essence rod wheeler is claiming

this is after brown's death and because of the decree by the doj. but dismissed about 39,000 municipal court dates, signed up 1,300 people for community service instead of paying fines. so ferguson did lose money. but what is the lesson when it comes to this police department knowing that it can police effectively but without violating constitutional rights of its community members? did they learn that lesson? >> they haven't learned that lesson. ferguson is still in the top ten of the worst police departments in the country so they are not really learning a lot. i think if them hurting financially is going to fix the problem, then that needs to continuously happen. because in st. louis county in general, they're still ridiculously stopping black and brown people, giving out tickets for ridiculous fines and pulling people over still. so the problem has not changed. it's slowly progressing, but in the end, like the senator said, st. louis county police have always been a problem. so this hasn't just been ferguson, but they have been essentially still

joining me now is the democratic governor of california, jerry brown, governor brown, welcome back to "meet the press," sir. >> long time. >> i know you have. we like having you as a guest. this week the ranks of democratic governors shrunk by one, jim justice publicly switched parties. did so at a big event with the president. the numbers are stark, down to 15 governors for the democrats, 34 for the republicans, how do the democrats get into that mess? >> number of factors. certainly the republicans had something to do with it. the barrage, the relentless drum beat of opposition, it's been well-financed by the koch brothers, that's been relentless. the affordable care act was suddenly very new, that became a big problem. and i think also just the historic turn when lyndon people were writing, and i read it at the time, that the republican party was gone. and then it comes back, and the democratic party comes back. so the nature of our business is that swing of the pendulum, and it's definitely already swinging back toward a non-republican kind of future. >> you just outlined some of
