there's nikki haley. ann guerin covers foreign policy and politics and has been writing specifically about north korea's response to the sanctions. good morning. listen, when you look at the penalties here, they are the toughest we've seen to date, and we of got the approval of china and russia. symbolically, that's a big deal, but does it actually hold any weight when you think about north korea and who runs that country? >> well, stephanie, i think it's important to separate out the difference between the symbolic effect of these sanctions and the practical effect. the symbolic effect is actually quite significant. we have china negotiating the terms of these sanctions right alongside the united states. and that sends a powerful message to north korea, which does 90% of its economic activity with china. and beyond that, china acts as a sort of diplomatic and security protector for north korea. it's really their buffer to the world, the filter through which north korean money and any kind of diplomatic a

if nikki haley had to it do all over again, if you have a president nikki haley, my guess is you wouldn't have the travel ban. it was certainly ill conceived as the way it was originally written. it seemed to be somewhat slap dash,en a attempt to make a very quick campaign promise fulfilled. the work primarily we know of steve bannon and steve miller, one of whom is not at the white house any longer. i give trump credit in that the process did take a while. he did change position from the campaign, and from what he had said previously when presented with more and better information. but that's the anomaly thus far in his presidency. the way in which the travel ban was both written and executing is more to the rule, which is much more about impact. that's why you see the policy confusion. one policy was created sort of in a week or two out of whole cloth to make good on a campaign promise. the other one was seven months plus in the making. there's a difference when you spend time engaged with the issues, talk to the relevant people who tell you this can work and this can't work. now oftent

nikki haley was asked about that this morning. five hours later we found out they had this capability. let's go to ken delaney. what have you learned? >> a u.s. official briefed on the intelligence confirms to us the gift of this report. the u.s. intelligence community has assessed north korea has successfully miniaturized a nuclear weapon to the point it could mount that on an intercontinental ballistic missile. this is coming on the heels of a test last month, that many analysts said could hit main lant united states. this doesn't mean they've achieved a successful icbm with a nuclear weapon. there's another hurdle of reentry. you have to perfect the reentry, without the missile disintegrating. many of our guests and experts are talking about this situation through the lens of deterrence. they're saying now u.s. policy must be to deter north korea. the trump administration has said it is unacceptable to us for the north koreans to have a nuclear weapon that can threaten the united states. we will not tolerate that. the chairman

ambassador nikki haley a lot of credit here. she is in a lot of ways been empowered to walk a different line than what the administration has publicly said. the president came in with this very go it alone approach. she has done a lot of work laying the groundwork there and we see even though i'm like y'all i don't have a lot of hope that these sanctions are actually going to have any effect because this is a regime that has shown a willingness to let their people literally starve and die than chart a different course. but i do think that this is important first step to at least have everybody on the same page and maybe china steps up because that is the only path probably to avoiding some sort of disastrous military conflict. >> eboni: kat let me ask you this. this is not something the u.s. can do alone. clearly getting a clear picture of that the likelihood, you think, the ambassador nikki haley and her ability to get buy-in internationally around treating north korea like the critical problem and threat internationally that i
