they put stephen miller up there today. he calls it historic legislation, the most important thing any president has done on immigration in decades, even though he recognizes this is probably doa when it goes to the senate. he even lectures jim acosta as to when the famous poem on the statue of liberty was actually inscribed, he makes a point of saying that wasn't there initially. that was added later. i think this is about politics. this is about the president trying to score points with his base and not just on immigration, which is an issue that he actually has yet to do much on, but also continuing his fight with the media. who are the two reporters that stephen miller picked fights with today, that he had verbal clashes with? let's talk about stephen miller. a senior white house official saying he might be headed to the more visible role. what are you hearing? >> that's right. it was described as a possibly elevated role in the communications department. this would be in addition to do his current role as senior policy adviser. he is also a big part of the president's speech writing team. this source says that steve bannon the president's chief strategist who is an ally of stephen miller favors restructuring the communication director role. so it's not clear whether miller would get that title but they -- but the idea is to give him an elevated role in the department. i should note though that cnn has spoken with two sources who have said that the new chief of staff john kelly may be favoring his own former homeland security spokesperson for the role of communications director. and i should mention that the source said it wasn't clear if bannon had floated this idea of stephen miller having an elevated role to chief of staff john kelly. o

that's why stephen miller at the podium, he used to work for jeff sessions. jeff sessions in the senates one of the largest -- in the senate was one of the largest proponents of something we're seeing in the white house now. that never picked up steam, the ideas in washington over the past many years have been marginalized. and there's more of a consensus in the middle similar to what we saw with the gang of eight immigration bill in 2013 that passed the senate with two-thirds of senators but failed to move in the house. that bill does address some things. it looked at chain myself, it changed the diversity lottery that brings people to the u.s. basically on a lottery system around the world. instead of eliminating those things, it replaced them with different things that overall allowed people to come to the u.s. there are a lot of republican senators especially based on economies in their state, if it's heavily agricultural, that say thanks, but no thanks, we're going to do something completely different. >> one key area for the white house as it tries to g
