talk first about marco rubio, what do you make of him? >> marco and ivanka and i worked on the family tax credit in this tax bill quite a while now. negotiations are in a really good spot. we doubled the childhood tax credit. make sure it is going to more people in the country. i understands he wants to continue to work at it, but definitely moving in the right direction. david: this is a credit for a lot of people who pay no taxes at all. which means it's a form of welfare. government cutting a check to people, rather than people getting refund on their taxes because a lot of them don't pay taxes. is marco rubio really willing to kill the tax bill in favor of a welfare plan? >> you know i haven't had the discussion with him but what we're looking for is a tax code that doesn't penalize families. an no matter what size they are. that is the negotiations that we've had. as family has one child or three children, or if they're single or married that we're not penalizing families. we have families of all different shapes and sizes in the cou

we expect marco rubio to vote yes on this bill. he has gotten a decisional $300 for the child tax credit refund. this comes against the payroll taxes, roughly zero to $25,000 in income. in simple terms, if you doesn't have federal income tax liability he wanted to increase the amount you could get back for a child tax credit. he seems to have achieved that. as a member of the conference committee, source close to conference committee told me we'll give him what he wants. he will be yes. other two undecideds are senator flake and senator corker. even if they were to vote no. that still may not be enough to kill the bill and there is all kind of calculations that go into it. but everyone is expecting a yes next week. now, what we know at this point, according to representative jordan as well as kevin brady, the conference committee is done. they have signed the report. it is closed, and we will find out when it is filed publicly at 5:30 the exact details in there they will vote upon next week. here is what kevin brady said moments ag

a lot of folks are pointing to marco rubio as the reason for the problem. a tax cut that doesn't look like a sure deal because as things stand now, he can't vote for it. that had stocks swooning when it locks like the tax cut was moving along. here's the issue. a lot of this has to go with his views on whether this is generous enough to lower to middle income families, particularly when it comes to the child care credit. the senator indicates today no, it's not. listen. >> unless they can figure out a way to add to the $1,100 figure,
