>> reporter: that's right, anderson. this is a very crucial moment. we know where senate democrats have been on this issue in large part over the course of the last 24 hours. they've made very clear they have significant problems with how the republicans have drafted this short-term bill. she have significant problems and significant deficits of trust in terms of how republicans will deal with the daca resolution if there is one even on the table at all. does that mean they will eventually vote no against a short-term funding bill? up to this point, it has looked like, yes, throughout this day, anderson, even when democratic leader chuck schumer went over to the white house, it looked very much like senate democrats would stay unified and a shutdown was almost certainly going to happen. here's what's shifted over the last 30 to 45 minutes. there have been a handful of democrats, some of whom have said they're welling to vote yes with republicans on this vote would have been openly asking their members to reconsider, maybe consider other options, maybe

>> reporter: well, anderson, it's a day that started with confusion. the president seemingly to imply he was opposed to a key element of this bill. it continued with fierce lobbies behind the scenes by republicans. with recognition they were going to get no democratic help. they needed to do this themselves. there were conservatives that had real problems with the scale and scope of what this government funding bill would actually do. but by the middle of the day, i was told by top leadership aides that speaker ryan and his team felt like they were in a good place. in the hours that followed, the house freedom caucus, the conservatives that have been raising concerns about the bill started to fall into line and shortly before the vote, that caucus confirmed that they were in majority in support of that proposal. clearing the way for its passage. it is a big victory for speaker ryan and republicans, getting something done on their own without democratic help. but in terms of what happens next, it's still an open question, anderson. >> it goes on to the

>> that's right, anderson. as jim sciutto was just talking about in the last couple of minutes, there were more officials involved in this pressure campaign to urge jeff sessions, the attorney general, to recuse himself or to not recuse himself in the russia investigation. i talked a source familiar with these conversations just a short while ago. that senior administration official told me, quote, i think it is fair to call it pressure. that is a quote from this official describing these conversations that went on between top white house officials and staff members in the attorney general's office, including the attorney general jeff sessions. and i should also point out, according to the senior administration official, this person described what was going on and the conversations regarding jeff sessions' decision to recuse himself or not recuse himself as being, quote, chaos. so it sounds like, anderson, when this was going on, when this conversation was happening between the white house and the attorney gene
