matt delucia is live in center city where the inauguration will happen later this morning. what are some of the plans that krasner will implement once he takes office? >> reporter: larry krasner ran on a campaign of making changes to the district attorney's office, to the culture of the office and how cases are prosecuted. really to reform the criminal justice system in philadelphia. changes like keeping fewer people behind bars. he's also anti-death penalty, and he wants to end stop and frisk. he has, as you might recall in the past, butted heads with the police union. and he has been supported by the black lives matter movement. those who elected him want the changes to happen quickly. his predecessor, seth williams, as mentioned, is serving time in a federal prison on corruption charges. krasner told the people who work in the d.a.'s office that changes are coming and what his goals are. how quickly those changes happen will have to be seen. and exactly what steps are used to implement them have yet to be laid out. and it's also an historic day for another person. rebecc

regional rail line and inbound service heading towards center city is only limited. so, this is going to be a big problem for those of you coming in from the main line this morning on the paoli thorndale line. of course we'll keep you posted. i do expect that to also impact amtrak's keystone service that heads out for harrisburg so, again, we'll keep you posted. as we have been with this crash on the schuylkill expressway westbound side between city avenue and belmont avenue, looks like now once again it's confined to the right shoulder. they had the right lane blocked for a little bit. looks like that's opened now but expect some slowing coming west of city avenue. vine street expressway right by the schuylkill just up ahead there we had construction that closed the eastbound side of 76 overnight. it's reopened now. the crews do come back tonight coming up around 9 o'clock. on the big picture not too bad so far along 95 or the roosevelt boulevard. and our truck fire coming in from lancaster county on the eastbound turnpike by the bowmansville service plaza has clear
