they want a deal on daca. the president on the other hand tweeted last year that our country needs a good shutdown. isn't he getting exactly what he asked for? and it was the president, as i'm sure you know, the last time we had a government shutdown who said it is the president's responsibility to lead. he needs to get the players in the room, he needs to lead. so how is he going to lead on this? mr. short: a couple points there. one, the president was very active yesterday in bringing together the house votes to get 230 votes. he was speaking to freedom caucus members. i think that was where we had the best challenge yesterday. he helped get that bill accomplished. i think he's making continued calls this morning. he called both bipartisan members today. he'll continue to do that. he is leading on this issue. regarding daca, we feel that the administration has put forward our plans on this. keep in mind that secretary kelly a year ago went to congress and said, we need a solution on daca. we asked congress t

it's daca. we've been talking about daca for a long time. i've been hearing about it for years, long before i decided to go into this particular line of work. and maybe we can do something. we have a lot of good people in this room. a lot of people that have a great spirit for taking care of people we represent. we all represent. for that reason, any legislation on daca, we feel, at least a strong part of this group feels, has to accomplish three vital goals. and chairman goodlatte will be submitting a bill over the next two or three days that will cover many of these things. and obviously, that will -- if it gets passed, it will go to the senate and we'll see how it turns out. i feel having the democrats in with us is absolutely vital, because this should be a bipartisan bill. this should be a bill of love. truly, it should be a bill of love. and we can do it. but it also has to be a bill where we're able to secure our border. drugs are pouring into our country at a record pace. a lot of people coming in that we can't have. we've greatly st

what we want to do is have a -- we want to have a daca compromise, make sure the daca problem is solved. as you've heard me say time and again this has to be balanced so we don't have a daca problem five or ten years down the road. while we deal with the daca issue which needs to be dealt with, we want to make sure we have the right kind of interior and border enforcement so we don't have another daca problem down the road. the president is inviting republicans and democrats from the house and senate to advance this issue. we're hopeful and confident these bipartisan talks will bear fruit and it has to be a good, balanced package and we want to see a solution on that. >> can you accept the premises you won't be able to sort through budget issues held over until you can figure out an agreement, bipartisan agreement, on immigration? >> i don't know if i accept any particular premise. only that we are having bipartisan conversations about all of these issues. we've got c.h.i.p. that's expiring, having good bipartisan conversations about that, a bipartisan conversation about a cap agreement

we've been hearing about daca and democrats wanted to attach daca to this bill to fund the government. he's calling it something else. listen. >> illegal immigration. that's what they have shoehorned into all of this, shoehorned that issue right into it and said we won't solve any of his other stuff until we do with this. >> that is the interesting thing, that they are talking about illegal immigration, that pulls well on the republican side of the aisle. democrats want to make this about daca. what we are going to have some time either tomorrow or maybe even as late as 1:00 in the morning saturday is a procedural vote to end debate. this is what's called invoking cloture. needs 60 votes. let me run through the math. right now there are only 50 available republican votes in the senate. john mccain is away. there are three republican nose. we have jeff flake which will be about a half hour ago he's going to be a "no." we have rand paul of kentucky and lindsey graham of south carolina. joe manchin, democrat from west virginia indicates he would vote to end debate. from south dakota, he
