general kelly plays a big role. and if people keep thinking of general kelly as oh, he's the adult who came in to calm the white house. and he's there to make sure his mood is stable and people don't rush into the oval office, no. general kelly is a big part of this kind of deportation effort. and he has been since he was part of department of homeland security. and it was him who called back to the white house on capitol hill and said we have to make sure this doesn't happen. it was him that kind of made sure that the hard liners were -- that all feeds that sense of feeling that we don't know what the president believes, but we know he's open to being manipulated. and the fact that even the congress people on capitol hill don't know exactly what he wants. >> listen, there's been this whole plus over what this was, but really it's the sentiment behind his statements. the words are awful, but what he's saying, the racist sentiment. >> it's really saying that where you are from dictates what you're -- >> it's not a cu

he's aiming that at both the president and john kelly because he has talked specifically about kelly's attempts to go up to the hill and try to negotiate something because he thinks he's a better negotiator than lindsey graham. >> i've never seen a more dysfunctional set of negotiations in my life. another thing interesting about lindsey graham, he also said he would not vote for the house passed cr, which tells you something. which is that mitch mcconnell may not have 50 republican votes for the partisan house passed bill. so mitch mcconnell has probably failed to get a majority of his republicans to vote for his bill. there's a bipartisan that will pass easily. but he can't get the votes for the house cr. so he's leaning on democrats to cover for his own failure. >> i've been wondering about that myself, and i've been wondering about whether the democrats and chuck schumer should drop any 60-vote threshold and watch this go to a vote on the senate floor and see if it fails on the majority vote. >> you need unanimous consent to do that. you need cooperation of all 100 senators. althou

what is the future of john kelly? >> i don't think he's on the chopping block or going to be replaced tomorrow but i do think this is how it starts. it's a snowball effect. he pushes them and pushes them until they leave. that's what he did with reince priebus, steve bannon, all these people. he keeps them around for some time before they're ultimately pushed out. i think he does realize that he needs john kelly in a sense that he has quieted the west wing some. but then he does these other things where he imposes these harsh restrictions on the president, which he doesn't like. it's not just who can come by the oval office, but his calls and all of that. the president starts spending more time in the residents than the west wing. he can be himself and in a personal sense feels restrict bid john kelly. >> kaitlan collins, thank you very much. >>> breaking developments in not just one but two sexual harassment stories today. hillary clinton stepping in to save the job of a campaign staffer accused of sexual harassment
