we have agreements with the navy to guard against or to protect our interests in the event that the navy either is unable to or elects not to pursue the work sufficient to secure a free release from california department of public health. and under the edcoma, we're not required to take any land from the navy that does not have free release. so essentially, failure to achieve that would be a reopener of the conveyance agreement with the navy. secondarily, the edcoma contains provisions that if they're not able to accrue free release of site 12 since a portion of the residential area is intended to be constructed in a portion of site 12, that we could actually reconfigure the program to relocate housing that would otherwise have been located within site 12 to the area on the east side of the island that's currently proposed to be sports fields. that would trigger -- there would be some additional supplemental environmental work. under the edcoma, is navy would be required to compensate tida for those costs. however, that would be a significant impact to the city. so what our interests are

again, i go back to navy power. a more looet l navy. if you think about what we do to deploy the force, keeping it in mind, it might change how you employ that force. let's say if we are going to forward deploy. and get something measure shl outside of that station. when we do that we have a mind towards main taken the readiness we have invested. and the combination of everything makes us less predictable and might make us more looet l as a fighting navy. and finally you talk about distractions. i can get down to the personal level. one of my officers what are they doing with their time on a day-to-day basis and i want them coming in thinking about, on the drive in to work or getting ready to go at watch at sea. what am i going to do today to confound our enemies and our competition. at the end of the day as they are driving home, they can say what did i do today? what might i do tomorrow? and if we can remove distractions from that focus and this stuff builds up in noncome pet ti environments or less competitive environments. so we can

[inaudible] >> some of the audience may not have. they wrote an op-ed in the time a couple days ago to complete the training order required but we also need to store the fleet readiness.

the navy had three destroyers important japan. all of which was in 20 hours of the pueblo and none had been assigned to patrol along the mission route. after the capture there was a asef wave in the military they demanded retribution, a quick plan was devised descent while f1 of five ships to destroy them before the north koreans had a chance to get medical inspection. president johnson never gave final approval to launch. after this plan was rejected, others were considered. within hours of the attack the navy directed another number of destroyers to the area at top speed. this operation called for at least three destroyers to charge into wonton harbor at the break of dawn while other destroyers provided support for them. airplanes largely from the enterprise provided air coverage and one of destroyers were marines in the harbor. they would climb above the pueblo and kill any korean troops and expected to be towed out. johnson refused to approve the operation. although the joint chiefs of staff had shown him 20 different plans, n

the navy was really culpable. naval intelligence and national security agency did a terrible job of analyzing the risk assessment of emission. didn't have said -- of the mission. didn't have support on call. they just wanted this to go away. when they came home there was talk of a court-martial. public hearings, congress got involved. it was really a nasty situation. navy really wanted the captain to take the blame. when there was a little bit of a public outcry that they were scapegoating the men, they just made it go away. susan: what happened to the commander? mitchell: he was the one who was tortured first. they started with the captain, and his story is pretty terrible. they beat him, tortured him, threatened to kill him. there is a moment they would put a gun to his head and pull the trigger. -- emptybers, chambers, but to get to get him to collapse. they threatened to kill his men and beat and tortured some of them in front of him. while he was in the camps, people back home forgot him. his wife did a reall
