well, toomey is not afraid of the n.r.a. he's taken them on. it's president trump who is afraid of the n.r.a. he's afraid to do anything that doesn't meet their approval. we all know what this fix nics bill is about. it's tiny, but it's okay with the n.r.a., so my good friend from texas is happy to come on the floor and talk about it. when is he going to come on the floor and say something that we really need that the n.r.a. doesn't support? we're all waiting, not just for him but for our republican colleagues. we all know the game going on here. make it seem like you want to do something, but don't offend the n.r.a., which is way to the extreme when you look at where americans are at on this issue. after watching the same sequence of events take place on guns, on immigration, no one should be surprised when president trump initially talks about bipartisanship but ends up caving to hard-right special interests. no one should be afraid that the republican leadership here in the senate when it comes to guns does the same exact thing. in this case

that was the mansion toomey bill. we want to show you why the politics of this end up a little bit messier than that suggests. they tried this in 2013 and it failed. in 2013 a couple things were going on. number one, it polled at 92%, basically the same. so 92% in 2013 said they wanted universal background checks. there was the tragic shooting at sandy hook a few months before that. if there was a time for that to happen in congress, this was going to be it. the polling was there. there was that bipartisan mansion toomey bill. look, it failed on the floor. but more than that, think about the political lessons. every one of these was a senator who voted against those background checks that 92% of the people supported in polls. they all voted against it and they were all up for re-election the next year. every single one of them won re-election. that vote, voting against the thing that 92% supported, did not hurt a single one of them. two democrats also voted against it from red states. they did lose. but you got to rem

next week i hope to be joining a bipartisan group led by senators toomey and coons and the bill which will require the fbi to notify a state when when someone is not allowed to buy gun tries to buy a gun and fails a background check so they can be investigated and prosecuted. in addition would have will present a new law that provides prosecutors to go after straw purchasers which is where someone goes and buys a gun on behalf of someoneon else and tht someone else did not pass a background check. there some additional reforms that i'm open to. the possibility of looking at the age limit on automatic rifles and the notion of looking at what should be done with high-capacity magazines. we will continue to explore those. these reforms not enjoy the widespread support in congress that the other measures i've announced due in order to successfully pass they will have to pass an way to contribute to greater public safety but also do not unnecessarily or unfairly in french on the 2nd amendment rights of all lie at -- lot of fighting people to protect their families hunt or recreational shoo

toomey: thank you, mr. president. i want to address two issues today, one briefly, the issue of guns. many of our democratic colleagues have come down to speak of and then i want to speak about the financial services regulatory reform bill we'll be voting on later today. first, on the former topic, mr. president. a number of our democratic colleagues have been down here and we've heard passion and concern about the victims of gun violence in our country. i certainly understand and respect their passion. i spent a lot of time of working to try to find sensible measures that will help address this in ways that do not infringe on the second-amendment rights of law-abiding citizens. and it does feel like we're at a somewhat different moment here, and so i hope we can choose to get something done -- something constructive and stop talking past each other and find common ground. i would suggest four steps that ought to be able to find a reasonable consensus in the senate, ought to be able to get to 60 votes, and would at le

a lot of people are talking about it a lot of people are afraid of that issue. >> jon: pat toomey says i have never taken any money from the nra and not particularly afraid of them. >> i think what the president made was a very important distinction. specifically talking about hand guns versus semiautomatic weapons which were used in this crime. so i think that that's a very important distinction that woul we have to think about from a common sense perspective. that's what i find so refreshing about the president. i know myself and some other conservatives we don't know what we are going to get when he won the nomination. we thought maybe he wouldn't be conservative enough. but there is a difference between, you know, understanding the second amendment is inherent and it is embedded directly into our heritage as a country that was able to throw o off the evil british empire because we were armed. this is something that we cannot take away. the bigger problem here again is the issue around who is getting access to the guns illegally. same thing with the university of chicago -- only 3%

you think something can actually come out of that that's positive, the toomey/manchin bill could actually grow into something that's more comprehensive and supported by democrats and republicans? >> well, look, if we actually do what the president said that he believes in yesterday, which is mandatory background checks plus making sure that the nics system has the data that it's supposed to, plus something like these gun violence restraining orders, banning bump stocks, increasing the age to buy a gun to 21, these are the kinds of steps that would be really significant. look, when the president of the united states looked around that room yesterday, looked around that table and said i know some of you are petrified of the nra but we have to do something and you shouldn't be, that's where presidential leadership makes a difference. i don't know that he's going to stick to this. we are all familiar with what happened at daca. i wasn't there but that meeting looked a lot like the one we had yesterday. the difference this time is on this issue, the president has now been clear about a particu
