this body has invested in wyoming. my hats off to the plan for and to work through these important projects. however as we have invested in these projects we must adjust recognize me cannot continue to build at the same rate and must now focus on maintaining what we have built. my budget calls for dollars for major maintenance recognizing deferred maintenance is deficit spending. [applause] before i talk about the times that i wanted refute talk about last year paid 2017 was another year of budget reductions. reductions have occurred in for the last eight budgets. the budgets for some agencies for example the department of health the department of family services have been cut too much. the services and programs suffer suffer. their other concerns associated with bill cutting for example the department of corrections. in 1920 budget gives us an opportunity to remedy the situation and have begun that important work. j.c. members i appreciate the work and look forward to resolving our differences in my favor. wyoming has bucked the trend. by every measure we have smaller government than seven years ago with one exception. the one area where we were bigger which was good news is the money this body has allocated and build our savings. we must now work for better returns and we must recognize as jac has that we can put a lot of wyoming dollars to work for us right now to address shortages and education. the operating budget has gotten leaner and for some agencies like the department of health and the department of family services and a few others, the cut, in my mind, have gone too far. where overcutting has affected programs and services and that people relying on them created other conditions and we have the opportunity to right size the budget now during this session. we never want to spend too much, and we haven't, but if we spend too little that is a problem, as well. going back in history again and looking at the wisdom of prior governors i found governor francis warren and his thoughts regarding budgeting, he says

so let me set the table quickly in wyoming. our education system is wholly dependent from state funding from the energy industry. so we actually have a prohi before the accident on local school districts from raising funds to augment their education. anything they raise locally goes to the state level and captured and redistribute the. we truly have equitable funding. it is less about quantity and more about quality of funding. and that's where we start digging into the equity commitments in wyoming. so we have tribal learners in wyoming and i have to give a shout out to my colleague joy in oklahoma who got me thinking about how to engage tribal learners in this process. for so long, even though we are thinking about equity, it is like there's no with a i to move the needing with our tribal learners we can't do it. there's too much. it's too big. and boy, my eyes have been opened. so through a grant we were able to engage our tribal teachers deeply than we did our other stake holder groups which to us brought forth a few aha mo

to my colleague from wyoming who has departed. he talked about the need for us to stop using barter. unfortunately we had to rely on barter because in the last administration they slowed down the cleanup through 2252 by 2044 with the funding they provided, which is a huge mistake not just for that site and the safety of that area in every industrialization that everyone wants, but also for the tax payer because it cost the taxpayer a lot more when you extend the life of the screen next. we need the funding. i did a research of 323 mining jobs in wyoming last year in uranium. when the funding was to be cut off, as you know, 800 jobs were on the chopping block. we have 1800 peoploing this cleanup. you've seen what they do firsthand. they are great people, doing it in a smart committed way, but the spending going up and down and the barter being pulled would obviously create again this crisis out there or be losing a lot of good people. and we need them. it's a community that is high unemployment already. i guess what i am suggesting
