for the last six years we have struggled to work in collaboration with ucsf city wide to currently with hold those services contracts. we even engage in year long mediation in 2013 and '14 at the request of the director. at the time of the submission for this rfp, they refused to provide services city wide, a right which we have under our operating agreement with the city and county of san francisco, section 4.9.c. we also have been allows ucf city wide to operate without a current valid mou between ourselves and the city. chs terminated for cause the mou in september of last year. no one reached out to us in september to resolve this issue. it was radio silence. it stated that any agency applying for funds under rfp8 had to demonstrate site control to be considered. it was a threshold criteria. city wide does not have site control, mou, pay rent or a lease and they remain on site providing services at the generosity in service to our residents. i'm asking the commission today to instruct director garcia to not to enter into this new contract with city wide at this time. since chp does

give a couple of updates, and then i will have an update from our deputy director on a labor issue in ucsf. the health department along with the mayor announced a -- an effort to basically get more hands, feet on the street, pick up needles. and as you know, the department gives out over 275,000 needles every month. that's how many we bring in, but we almost give out 4 million a year. and so because we bring in around 3 million, a little bit more than 3 million, we really want to be able to help with the cleaning of our streets, in particular getting ready needles. so we're adding an additional ten individuals on our team, and at any given time, we have about 30 people collecting needles in our needle exchange. we also have put up kiosks in all of our pit stops. so that way, we can ensure that people have clean needles, and those needles are disposed of adequately. so i wanted to give you that update. that happened just this last week. also, the mayor honored 14 of our staff members and their work in puerto rico, and there's a little bit of an article on that. i will leave that and if you

. >> over the next three days, there's not going to be a whole lot going on inside of ucsf due to all the cancellations. all the action will likely be going on on the sidewalk behind me. the folks you see on the sidewalk behind me are only just 1/3rd of the total number. tomorrow these folks will be joined by the another union which statewide will be in the tens of thousands of people who walked out. there's no way to tell exactly how many people were involved in today's strike because ucsf says some people did cross the picket line, but i can assure you, they said it was a huge disruption. they said they rescheduled 12,140 patients. 800 of those patients were cancer patients for cancer appointments. that includes 280 chemotherapy and 300 surgeries. it's also delaying elective hospital admissions. union members say these three days of strike are nothing compared to the time they've been waiting on what they call a livable wage. they want a raise of 6% compared to the 3% they offered. they want their retirement age at 60 from 65. and they also want their health premiums lowered. >> uc

some hospitals even saw slight increases in their expenditures such as ucsf. on the left you will see the break down, the percent of total charity care expenditures to provide a general summary of care across the hospitals. so just to condition collude -- to conclude, we have been allowed to collect 10 plus years of data around charity care. we have consistent data and it would be able to track the aca if they are applicable to charity care and have influenced our policy planning efforts for the future. currently of course as i was mentioning there are efforts made to dismantle the aca and although we don't know what those impacts might be yet, they could impact charity care moving forward and we'll hope that this report will be able to see some of those if there are any. now i want to acknowledge our hospital representatives here that worked with us on the work group and thank them for their continued support and partnership. i would like to thank the commissioners for the opportunity to present today and i'll be happy to take feedback or k questions. >> ther
