first to christine romans, she's here to break this down. what is this deal? >> in this deal, this is a deal to keep the chinese government controlled zte in business, reached hours ago between china and the u.s. with a big fine in american supervigs. the company has a new board of director, new management within 30 days, american chosen compliance team embedded in this chinese company. the commerce secretary hailing this as the first time a major foreign company will have on the ground oversight to make sure it stays in compliance with u.s. export control rules and doesn't cheat. why does it need a baby-sitter? because zte violated u.s. sanctions, selling its products to iran and north korea, caught, fined, then the company lied about punishing those violators. on top of that, security experts have warned that zte phones are a national security threat. zte's majority shareholder is the chinese state run company. in april, the pentagon, remember, banned sales of zte phones on u.s. military bases to protect against spying. this deal reverses a commerce departme

. >> christine romans is with me now. so, your takeaway? >> the president really trying to explain this is about protecting jobs of the future, the technology sector, you heard him there. on the trade agenda, he said the u.s. isn't the one who started a trade war. >> the trade war was started many years ago by them, and the united states lost. >> you're saying we're on the losing end of it. >> there is no trade war. they have taken so much. so last year $375 billion in trade deficit, with china. with had over $800 billion over a period of years, each year close to $800 billion in losses on trade. not going to happen anymore. >> he's talking about just goods, when you look at goods and services. that's still $335 billion trade deficit with china, a number the president hates. so the china tariffs are back on. the president says the trade with china is unfair, not sustainable, he's targeting technology that china vowed to dominate. xi jinping's made in china 2025 initiative, a 25% tariff on 1100 different product categories where the u.s. cal

christine romans joins us with the numbers. >> 223,000 net new jobs created in the month of may. april was revised down a little bit but i wouldn't get too worried about that. these are still strong numbers that show companies are hiring and they're hiring across the spectrum. the unemployment rat slipped downo 3.8%. that is th lowest we have seen sie 2000. another tenth of a percentage point there and we have the lowest unemployment rate since 1969. not quite there yet but these are very good numbers. and they show you over the past ten years jobs have been created, the unemployment rate has been coming down and we are shaking off the worst of that financial crisis for sure. retail jobs were strong here, health care. every month i tell you guys this, across the spectrum in health care there are jobs to be had and manufacturing grew 18,000 jobs as well. we thought we might get a strong report because just before it came out, the president himself was saying he was looking forward to these jobs numbers. this has got to be good news again for this white house because these are now
