it's something like colorado's regime collecting sales tax. do you have any information at all as to which is a lesser burden. i wondered whether the colorado regime might be more burdensome to clients like yours who do sales over the internet than just simply collecting the sales tax itself. >> the colorado regime is much less burdensome. >> do you have any data on that? is there anything at all that tells us that? >> well, that only goes into effect this year. the annual reporting requirement hasn't arrived yet. it doesn't arrive until next year. and so there's no empirical evidence in that regard. but the reported requirements for the colorado law simply requires a single annual spread sheet reporting of all the purchases that were made by colorado residents. >> the state has the burden of going after consumers just in the real world. it's much more efficient, much more likely to yield funds if you go after the seller than if you go after the individual consumer. >> and i think that speaks to the value of a congressional solution. so, for e

they were much more limited to saying that this colorado civil rights commission really violated the baker's religious beliefs here. they really were very -- quite narrow in saying that this commission was not tolerant of his religious beliefs and that was something interestingly at oral arguments, justice kennedy spoke extensively on, you know, bit torn here as to the rights of this baker, but also while maintaining the rights of gay couples, but then also saying we need to look at how the commission viewed this. in particular, in oral argument, he said that the blatant discrimination would be a front to gays and also said that this colorado commission was in his words neither tolerant nor respectful of mr. philips' religious beliefs. i want to read something from the quote where the court talks about the fact that this isn't some broad ruling, this will in fact invite future cases. this is what they said. the outcome of cases like this in other circumstances must await further elaboration in the courts, all in the context of recognizing that these disputes must be resolved and thes

there also are a number of other fires across colorado. the borough fire, buffalo mountain fire, a fire between redvale and montrose, colorado. i come to the floor to bring attention to some of the actions that we have taken, though, that have helped with fighting these fires, some of the policies that we need to put in place that could do a better job giving more tools to fight these fires, and what we could do to help make firefighters do their jobs in a better, safer way. so if you look at what we did this past year, the past year, just a couple of months ago, we passed a bill that fixed the fire-borrowing crisis that had consumed our wildfire-fighting budget each and every year. what happened is congress would fund firefighting based on a ten-year rolling average and then they would exceed that cost of firefighting budget and then they would consume other parts of the forest service budget, cannibalizing other parts, say, that would go toward mitigation, preventing next year's forest fires, to fund the firefighting efforts of this year

six years ago this was a big case in colorado and across the country. he refused to bake the cake citing religious beliefs. does this make a blanket rejection. >> it does not. that is the most important lesson. i read through the entire decision. my biggest caution it does not give religious shopkeepers a general right to discriminate. this case was decided on two very specific facts. everyone in california will appreciate the first fact which is that at the time this baker refused to bake the cake in colorado, colorado was not yet recognizing same-sex marriage so the court said it was perfectly reasonable for a baker to not treat same-sex couples equally. but the second fact that is more troubling is that a couple of the commissioners of the colorado civil rights commission made statements about the maker's religious beliefs like sense them to discrimination in the era of slavery and discrimination in the era of the holocaust and clearly justice kennedy and the court took exception to a government official treating the religious beliefs with hostility.
