i worked on transportation projects for san diego because san diego works very cohesively republican or democratic they try to get things done for san diego. we were able to do a lot of things collectively, but on the big partisan divide issues, , te ones that make the press, that's where the rubber doesn't meet the road as for bipartisanship. i know most of them actually i know a lot of the california delegation that is in congress right now we've all worked together in the legislature and a think i'll be able to hit the ground running to get some things done and to get cooperation, what offending, we have to get the waste move. we need our whole delegation on board to do that. i think what people often try to do is say i'm going to do this, i'm going to do that, but you need 219 votes in-house and 60 vote out of the senate to get anything done. that means there's a lot of governments. >> mr. levin. levin: it's important we work across all on my person concerned him one of which is in private at have worked across out for many years with republicans and democrats alike and we have d

the average san diego needs to make about $131,000 in the county to afford a home here. but what would you do about this? ms. harkey: one of the things we need to understand in san diego is that we have federal government land and tribal land. a lot of it. there are scarce resources to build. where practically built out. so, i don't think people notice that when they drive up and on the freeway. they see a lot of open space, but it is not open space. it is not buildable. so i think whatever we can do to make things more affordable and understand and to increase transportation options for people to put in the rows and the freeways and the things that we need so people can live further away and still get to work. san diego has some of the worst traffic i've ever seen. it seems to be almost continual now. people are in their cars but they're having to commute long ways because that's where the housing is good you can move them downtown. i think we need to improve transportation, to cut down on some of the regulation. some of the regulation is increasing the cost of homes li
