(vicki) tonight we are learning new information about those killed in the butte county wildfire. one of the victims has been identified by his family as san francisco native. 63 year old ernie foss junior moved to paradise eight years ago after being priced out of the bay area. he was a musician and music teacher who used to teach students out of his home near haight street. his daughter says foss suffered from a medical condition that kept him bedridden. he and his dog were found dead outside his home. and foss's stepson, andrew burt, who you can see standing in this photo, acted has as foss's caregiver. he is still missing at this hour. foss's daughter says the power and phone lines were down at the home and there was know way they there was the home and there was know way they would have known about an evacuation order. ... we're standing in this parking lot at this walmart in chico. there are a number of tents here, folks have been encouraged to relocate from this area because of the flooding concerns as the weather comes in. the tents are still in place so we'll keep an eye on that weather. let's talk about the new report in the "l.a. times" this morning discussing the evacuation routes going out of paradise as folks try to escape the camp fire. in that report it mentions a few years ago in 2015, the city narrowed skyway road, which is the road a lot of people used to try to get out of town, narrowed it from four lanes to two lanes. the purpose there was to slow down traffic and also boost business in downtown, but of course, when folks were trying to evacuate, this caused a bit amount of gridlock on the road. the mayor tells the "l.a. times" the narrowing of the road did not really matter as far as evacuations. no town can prepare to evacuate an entire city. the evacuation problems occurred about ten years ago in paradise with another fire and that's why they i
