so, i just wanted to overemphasize that. and then the last point that i didn't really get to jump in, and wanted to allow the person from recology, speaking to that clear and concise, you know, your analogy of hockey or football, these audits are already happening. work is already going on. there is nothing that stops any entity that would be on this list to say a couple hundred dollars, they have it as part of their account process, we heard that last time from recology. they can ask for an audit, and they can see where they are. they can see where they are in advance of this legislation, and many of them already know where they are. their diversion rate is put on their bill. so, i just want to overemphasize that, it's not a one strike and you are out. many of the account holders know how well they are performing, they have the ability to work with the d.o.e. and recology, and more precise information, and so this is the final step in a process that has been going on, you know, 16 years, ten years, to your point. this is --

i want to reiterate the points i made before we vote. i want to thank the public utilities commission for coming to the table. i want to recognize and thank my staff who did a lot of diplomacy between the ngo community who has not been at the table in the recent water wars of the northern part of our great state. i want to say that -- an issue that is remarkably complicated. there are some facts. over the last handful of decades the fisheries have plummeted if the san joakim valley and the river. to now just a few thousand salmon. we all need to be part of that solution. none of this is easy it requires a rot of give and take. there's an urgent to the puc. the health of our region is at stake. it's time to turn a new page. it's time to reconsider our relations with turlock and modesto. i want to be clear that this is a resolution in support of state water boards adoption of 40% unimpaired flows and to go to table and reach a settlement which will implement these changes in a more expeditious fan. with that, i want to reiterate p.u.c for

i am an alumni and i want to speak up today because i want to make sure that the board is aware that the reason why we're here today is also because there was not funding originally in the original proposition that went forth for summer tuition to be -- they are seeing an uptick in envelopment --dash enrolment that can be directly impacted. the changes are having a real impact across the nation. states like louisiana are seeing a 47% increase in enrolment for summer term. similar trends are reported across the nation and as well in our cfu system. with that increase of attendance , i would like to see that there be some kind of measure within the proposition, not just saying the 15 million but something that will give people the confidence that their tuition will be covered throughout the summer and if enrolment goes up, there will be some sort of measure that will cover those tuitions as well and we are not back here in another two years asking for money. >> hello. my name is marcus. i am a student benefiting from free city. the program has been a success. my community are people in

when i say the people who need it most, i want to talk about the clients. we talk about our ageing population, but there are disabled children that need care. some of the most null verbal in our city who need -- vulnerable in our city who need addiction treatment and housing services and supportsive services, they're being supported not only by our city workers in our city, but our nonprofit workers. i want to take a moment to recognize the incredible leadership of our mayor, mayor breed, who took this issue head on. i want to thank the public for coming out and sharing their stories and again, i want to say , once more, i'm so proud. what am i. i am brown. it has been a long time. i'm so proud that for my purposes, having free tuition at the time gave me an opportunity to work with ups and load trucks and that gave me an opportunity to save money so that i could go on to eight for a four-year college at cal. and otherwise i would probably not have gone to be truthful. as i mentioned earlier, i did want to understand where the 15,000 -- 15 million came from and was able to target -- talk to our controller and ask questions about where it came from, and after speaking with them, i feel very comfortable that this is the right amount. so i want to offer to be -- add my name as a cosponsor to this ordinance. to this charter amendment. and i also would like to make a motion, if it is okay, to just make one change, which is on page 5 of the legislation. the last line, which is l, which is sunset. changing the date of the sunset from fiscal year 2030 to 2040 which gives the charter amendment a 20 year life.

first i want to thank sfmta staff and d.p.h. for this approach and this outreach they have been doing for the action strategy. the vision zero coalition last year as a group that walk s.f. help support. it is 35 communities and organizations that advocate for vision zero. we did not have a lot of opportunity to have input on last year's last action strategy we mentioned that and the m.t.a. and d.p.h. really listens. they have been sitting down with us and have been holding all the great meetings that she mentioned. the amount of community input on this strategy is phenomenal. i really want to thank city staff for doing that. will not get to vision zero if all of our voices aren't heard and part of the process. i am excited about some of the things that are in the draft items in the action strategy. especially, i'm not sure if she mentioned it, but i think i heard recently a commitment to put improvements on every high injury corridor before 2024, even just short-term temporary. that is how we will get there. but i share your con

i want to thank everyone for this. thank you. >> supervisor yee: i just want to thank the main authors of this legislation. it's something that, and that would be supervisor fewer and ronen, and also thank the mayor for her sincerity in the negotiation. as you know for most of us that were here last year, this discussion started, and there was some concerns about it and when the first word that i received, i have to thank gordon mar and his group that came into the office to sit down with me and say this is, these are the issues we need to, you know, like deal with this issue. and of course, many of us really wanted to support it but could not figure out at the time, maybe we should wait a little bit to figure out where the finances are coming from. and at this, you know, it's one of these things we have to finance this, and the good news is that once the city wins that lawsuit against howard jarvis, that, by the way, this could be another 25 million every year, that's available for, to support this effort and we knew

i wanted to start with that. i just want to say something else. carla did not really go into -- she did not go into too much detail, but i want to add a couple of things that are necessary. first of all, on july 1st, 2017, the city of san francisco became responsible for another -- a lot more trees. we went from 30,000 trees being managed to 125,000 trees. i have to give supervisor yee a call out here. he said sometime in march, said you should probably get $5 million set aside right now to allow the bureau of urban forestry to start negotiating contracts start negotiating trying to hire people. no one paid attention to him. sure enough, on that date, that is only when the city could start negotiating the contracts and trying to find the people. so i think i want to reinforce the patient's that supervisors short as saying, you need patients. they couldn't hire these people right away. you can't do anything until the money is in the bank. >> so let's learn from that mistake. i also want to tell a quick story, we get a lot of phone calls when homeow

he didn't come home last night and i don't want prayers. i don't want thoughts. i want gun control. and i hope to god nobody else sends me any more prayers." as a mother of two children, i cannot imagine her grief. i've met too many mothers and father was have lost their children to gun violence. it cannot continue. if you think this cannot happen here, you are mistaken. everybody says, i never thought it would happen here. it happened here at 101 california, one of our national nonprofits, law center to prevent gun violence. i am intent on fighting for gun safety reforms. we have a reform called gun violence retowning order. it was ab-1014. signed by the government. it allows close family members to petition the court to take guns away from those that are a lethal threat to themselves and others. for the past couple of months, i've worked to ensure that law enforcement officials are properly equipped to educate the public and prevent massacres like this from occurring in the future. members of the public need to know that gun violence restra restraining orders are an option to prot

[applause] for the past three years, really spearheading this effort and getting it through. this was one of the lowest votes that we were able to get through the board of supervisors when you had the folks who were the property owners here vote to move this thing forward and i am just so glad it passed. it's going to make a difference. those folks who were not necessarily supportive, they're going to be happy with the results too. i can't wait until we clean up san francisco. this is helping in our efforts to do so. and so we also will have embassadors and people who are out on the streets. we want the businesses here to grow and to thrive. places like the jug shop, which are a legacy business in san francisco. we have to do everything we can to protect our business community. we announced we will be opening another 1,000 shelter beds by 2020 here in the city and county of san francisco. we know we have a crisis on our hands and we know that we have to make smart investments because
