>> well, only rick scott can answer that. and i think if you look at the numbers, there is no logical reason why they're reacting this way unless they know something that we don't know yet about what's gone on in broward county. but the reality is, the votes should be counted. these senators aren't seated until january. there's plenty of time. i think the real insidious thing, though, is what trump is doing. he is basically trying to undermine, at every turn -- it's not just florida. he weighed in on arizona. he has weighed in on other races. he's undermining the legitimacy of elections. >> where he doesn't like the results? >> where he doesn't like the results and that is a hallmark of a failing democracy, someone moving toward authoritarian, where he says fake news. don't believe what you see. only believe what i say. that is very troubling. one of my old bosses famously said the fish rots from the head. and he's providing cover for all of these people to say outrageous things. and people who have no standing. i watched mr.

this was before the ruling in the rick scott case. i think at that time people were still a little unsure as to what might happen. so there were something like mild discussions between people who disagreed. it was mostly supporters of scott, and a lot of supporters of desantis, a lot of supporters of trump, a lot of chants of "trump 2020" and "lock her up." which was a little unexpected on my part. but after the ruling people started to come back in, particularly supporters of andrew gillum. i think that set up a tense standoff at times, which was a lot more heated than originally in the day. so it's just dissipated now within the last few minutes. but as you can see, police have been out for the most part all day, and they've put up these barricades right around the time that the ruling started happening, the hearing started happening today in expectation that it would get worse. and they're kind of keeping it up right now. >> so you're saying that it was pretty much an all-day-long affair, but it has dissipated this evening. >> yes.

rick scott up 12,603 votes over the democratic senator bill nelson. the margin? 41 votes higher than in the initial results. talk about a squeaker, but the story also included confusion, lawsuits and even some missing votes as some counties failed to meet today's deadline. >> we gave a heroic effort and given three or four more hours it might have made the time. that was heroic effort and we completed uploading our saturday results as is required in law. >> that was palm beach county. quite messy. hillsboro county also saying they have to resubmit their original results because they had two power outages during the recount, counting roughly 850 fewer votes than they had from the original election day calculation. here in broward, the center of so much controversy, election supervisor brenda snipes not answering questions when they announced they finished the recount. >> reporter: do you know how many votes we have? >> i'm sorry, we've been desperately trying to get the report done. we'll put it on the web site and everybody will be able to view it. >> i was in th

according to rick scott's campaign, that was not an accident. the republican is claiming they did it on purpose because his numbers would have improved. our correspondent phil keating has the story live from riviera beach, florida. >> good evening. the highly memorable 2018 florida election machine recount is now over and now that humans take over. in most races, it's already decided, the margin of victory was large enough. but in a few rates of including the u.s. senate race between governor scott and a senator bill nelson, it is under a quarter of a percent, that's the margin of difference. they are far, therefore, humansn here to go over roughly 6,000 ballots which were problematic and not counted because they either had under votes or over votes. that machine recount showed republican rick scott gaining end votes and his lead over the original results. scott now leads nelson by 1.5%. and also the closely watched governor's race and the result stayed the same. ron desantis is leading gillam by 4.1% which is high enough to avoid a hand count.

the margin between rick scott and bill nelson is tight. 12,500 votes separate the two. that's why there are so many people focused on it. democrats believe they have the chance to flip the race from one hand to another. while there is a lot of focus on the vote counting, there is another battle playing out in the courtroom. lawsuits filed by both sides in the past couple days. including the lawsuit by the league of women voters. it will attempt to compel rick scott to step away from the recount process. recuse himself. scott has been aggressive on that front. he has instructed the attorney general pam bondi to get involved and law enforcement to investigate any potential claims of fraud or criminal activity of which the florida department of law enforcement has not found anything yet. the next thing we're waiting for is wednesday which is the next significant court hearing where democrat bill nelson filing a lawsuit to get clarification of provisional and mail-in ballots. that has the potential to impact 20,000 votes. it is an important court hearing on wednesday. meanw

how should rick scott handle this? >> it was a very bad look for rick scott last night. i think he mishandled it significantly. look, he is the governor. and also a candidate for senate. and he had just filed suit against broward county, and i believe palm beach, as the candidate. then as governor stood in front of the mansion and said he was unleashs the state law enforcement agency. fdle to go down to those south florida counties to investigate. the reality is, the secretary of state, our elections are supervised in the state of florida, they're supervised by the secretary of state. the right move for rick scott would be to recuse himself from oversight, allow the secretary of state at the state level to handle oversight. that is the easiest way to do this, because where this is going, and adam alluded to it, when we get into a hand recount, and this is why i think bill nelson's camp is feeling a little confidence today, they get to look at the anomalies. in the counties we're looking at, the u.s. senate race was undervoted significantly, more than any other county fro
