doris joins me here. doris, compare in to other administrations that you have studied closely? what kind of impact can this many job openings have? >> well, it's the most atypical situation that i've ever studied even with all the presidents i've lived with. start from the beginning that the administration was born in an atypical way. no military experience. there would have been a bench among the foreign policy people, but many of them were never trumpers. then he goes to the next level. he was able to find military people who had not expressed political opinion. that became his first cabinet. it was interesting. i remember when he was listening to them being questioned during their nominations, he seemed for a moment to have a glimmer of hope. they were all disagreeing with him, mattis and tillerson, and pompeo on iran on torture, on climate change, and at first he said i want them to have their own opinions, not mine. but then once they got in there with their own opinions, you need to build a team that can have disagreements within you, you come together in the end. and tha
