we're here at drake university in des moines, iowa. before we get to more policy questions from our excellent audience, i do want to take a moment to acknowledge the historic nature of your candidacy. there have only been a handful of black women who have ever sought the presidency, and if you win, you would be the first black female president in the history of this nation. what does that mean to you? >> well, listen, in every position that i've held when i was district attorney, i was elected as the first woman of the sitting county. i was the first woman of color in the entire state of california. when i ran for attorney general and when i was elected, it was as the first woman ever and as the first person of color ever. and, you know, frankly, jake, my mother used to have a saying. she would say to me, kamala, you may be the first to do many things, but make sure you're not the last. [ applause ] so, you know, that's how i think about those kinds of things, and it is about certainly breaking barriers is something that is very import

we had one in des moines, iowa. a restaurant refused to widen its doors so a person with a wheelchair could get into the restaurant. these things still pop up. a terrible bill was introduced this year in the congress. it passed the house of representatives. it got killed in the senate. it has reared its head every so often since 1999, and every time it has come up, it never even made it out of committee, no matter if republicans were in charge or democrats were in charge, it never even made it out of committee because it was so bad. this year, same bill passed not only the committee but passed the house of representatives. very scary. and basically, what it said is if a person with a disability is discriminated against by an entity, before that person can go to the courthouse to seek redress, that person must first, in writing, to the entity, specify the date and the time of the incident, what happened, must specify exactly where it happened, must specify who was involved and must specify that part of the americans

introduce yourself, please. > mayor of des moines, iowa. the ambition is great here and i thank you for the work. i would emphasize we ought to raise that ambition for our renewable portfolio standard. e, in the state of iowa, through sticks and carrots convinced our energy providers to start thinking renewable. about eight years ago, mid-american energy had a little bit of hydro, but other than that, they were pretty much coal and gas. as of the beginning of this year, mid-american energy is effectively 50% wind and renewables. huge change. percent like 70-plus coal before. and they are committed to after putting on i believe another $1.4 billion into more wind, they say they will be effectively carbon neutral in their carbon production by 2020. and so they have made a business case to make this happen. and i think there is a possibility through sticks and incentives and a lot of conversation that we can get some of these providers to do that. and i would suggest that maybe raise that ambition at the national level to get some of these thi
