constitution but california. today, i want to talk to you about how we can do that together. you just heard that, the state of our state is strong. we have that record-breaking surplus. we have added over 3 million jobs since the depths of the recession. we are seeing wages rising, more scientists, more engineers, more nobel laureates, more patents, then in any other part of this country, and, of course, the kind of system, the higher education, of anywhere in the world. [applause] but along, along with that prosperity and progress, there are problems that have been deferred too long and have put the california dream out of reach for two many. we face hard decisions that are coming due, and the choices we make will shape our future and the futures of millions, literally, for decades to come, and this is what i want to talk about today as frankly and as directly, but tough calls we need to make together, issues like rail and water and energy, how we protect our migrants, how we care for our seniors, how we help ou

he came to california in 1849. he made his fortune not through actual process -- actual prospecting, but by selling supplies to minors and he came down to southern california and purchased a large area of land in about 1872, so he is one of our founders. jonesr founder is senator who came to california in 1850 the young man's. he was born in england and moved to cleveland. he came to california to increase his fortune. he went by boat with several friends all the way around the tip of south america up to san francisco, which was one of the ways to get to california at the time and we have the trunk that he took on the journey here. senator jones was immediately recognized for his people and leadership skills. he became a sheriff in a small town in california and then he was appointed to the california legislature. he did go into prospecting and that was where he was one of the -- that brought him quite a lot of wealth and he ended up being elected to the senate. at that time, he began working for other opportunitie

california is a diverse state. i will also say i have traveled the country and i know that regardless of the state in which someone lives, the core issues that are there concerns that way on them and cause them to wake up in the middle of the night are the same concerns. regardless of where they live. it is usually a concern of how they will pay the bills and how they will pay the rent. are they going to be able to retire in dignity. can they pay off the student loans? universal issues. we are a diverse country. some people would suggest that in diversity when there is a diverse population, one cannot achieve unity. i reject that notion because this is my belief. yes, we are diverse and we have so much more in common than what is separating us. and women emphasize that, now they when we recognize it, we will achieve greater unity. in particular, greater unity than we have right now where there are powerful voices with hate. we have to reject that. it is not reflective of who we are as americans and not in our best

municipal are not regulated by the california puc. the san francisco charter includes express provisions allowing san francisco to procure and distribute power and also allows the city to expand its municipal utilities if it chooses. so it could be an oversight role for the lafco. as distinguished from the municipal utility, a municipal utility district requires voter approval in california. it creates a whole separate governmental agency that usually has five board members who would then oversee the utility and again, that utility would provide power, not just to the city and county of san francisco, but outside of the boundaries, as well. and there, there's a very specific statutory role for lafco. lafco reviews the creation of districts within their boundaries and can approve or condition, modify or reject entirely a proposal to create a municipal utility district. lafco would serve as a lead agency under cequa and after a number of public hearing, assuming the lafco supports that, they would ask the county to it on the ballot and
