the chair will recognize mr. lipinski for five minutes. >> thank you. i was just speaking at a growth in engineering event day. we need everybody we need on board to work on the solutions to the problems we face. i mentioned specifically climate change being one of these major problems where we are going to need all of the work, all of the best minds to figure out how we moved to a clean energy economy. one thing i think we can do a good job at is from the government side is putting more funding into -- to help move some of these, get some of these innovations developed and move forward. another thing that i have been supportive of. 10 years ago, i introduced the first partisan carbon fee bill that was introduced where all the money would go back to the public. fully refunded carbon fee. you just briefly mentioned it, why the you think that would be an especially good way to approach this issue? >> three reasons. the first is when you take a direct look at the problem which is greenhouse gas omissions, you are hopefully finding the lowest cost option. t
