to nancy pelosi following as a surreal scene at the white house this morning. president trump walking out of a pre-scheduled meeting with top democrats to talk about infrastructure, apparently he refused to even shake any of their hands in that -- meeting and he left the room and went to the rose garden to rail against them and the democratic congress in the rose garden. president trump especially angry it seemed with house speaker pelosi who earlier in the day had publicly accused the president of being engaged in a cover-up. kaitlan collins is at the white house and top democrats went to the white house to talk about infrastructure and the president and they had met before to talk about a potentially a $2 trillion deal. but it seems as though the president was already fuming before they even had a foot hit the welcome mat. was the president's rose garden rant, where there were signs already set up, was that pre-planned? >> reporter: yeah, they started planning that right after nancy pelosi made her remark accusing the president of being engaged in a cover-up.

nancy pelosi called it a temper tantrum. the president took issue with that and said it was calm and polite. what did you see? >> what i saw was i would say to ms. sanders a carefully choreographed decision to confront the democratic leaders in congress and then to walk out to the rose garden and tell his side of the story with prepared posters. you know, that is not how you govern a country. not a great country like america. here we are invited by the president to come down there in good faith show up for the second time for this conversation. where do we go from here? if this president has said he is not going to be president, no the going to use the office as he was given this opportunity by the american voters until all investigations come to an end, i have news for him, in a transparent accountable democracy investigations never end. all of us, those on the capital side, those on the white house side have to accept the reality that a democracy requires investigations. >> well, will you answer the question you just asked
