the devastation in florida was incredible. in $48 billion worth of damage in the state of florida. of basically 48 days. so as you can imagine, particularly we had when hurricane charley hit, in charlotte county, on the western side of florida below tampa, went across the state, virtually upgraded all of the mobile home parks in its path. charlotte county lost the use of its 16 schools. we worked with a variety of partners and the school district to establish double sessions for the remaining eight schools, had to work on double sessions, starting earlier in the morning and second session in the afternoon. one of the things we realized there, the school bus routes would not limit to just the main roads. their top priority is getting traffic moving on the main roads. you have people living in rural areas and everywhere else. we've got the school districts bus routes and since our national guard was mobilized, they have construction team called the red horse construction who cleared the roads so that school buses, when the schools were ready to open, the school buses could get there.

matt so we're in florida. and you can you talk a little bit about the apology of the latino electorate in the state and how do you think it's shaping up for next year? >> well, i mean there is no tout florida is going to be one of the consequential states again as it is every year. and i think two pockets are probably very important within the latino community. the first is to figure out ways to increase the voter registration and mobilization. and it could be that groups like vote latino are working on this. we were talking with about it before in central florida in osceola and orange counties. because everyone knows there have been huge influxes of puerto ricans into central florida that were not fully reached out to in 2018. and despite the large increase in voter participation in 2018 there was a low point there. there was an opportunity. i think that's probably the most important opportunity in the entire state of florida is outreach and voter registration mobilization of puerto ricans in central florida.

particularly here in florida since we are in florida talking about this debate. i believe very clearly the lady people call in saying nothing is free, this is exactly right. nothing is free, we are a collection of putting our tax dollars into a federal system where we pay federal income tax. state and local tax. that mainly covers the educational budget for our school board and pay for our education of our children. primaryes us a 10% component of title 1, title 3. i want to make this point. medicare, social security. we have those systems and they do work. i am a part of physician care in terms of my professional and academic and medical daily life where we provide medical care and we also teach at the higher educational function. we have a medical school. four of my children are doctors and they paid out of duke, surgeons, as radius -- radiologists and pharmacologists. we have a medical system that provides for nursing homes, that also pays for our residents. we have not increased the resident slot for our children to go to medical school. therefore, we have fo

the president is in florida. as peter alexander touched on, looking it seems to fire up his base with more deportation. people talking about later in the show. do you think that is going to work in orlando or the rest of florida, for that matter? >> well, that's a complicated question. will it work in the orlando media market? probably. a hard line immigration message won the orlando media market in 2016. however, he lost orlando's county, which is orange county, by rather big margins. urban counties that did not back the president and our very good fertile ground for republicans. one of the risks is if there is mass deportation and strike force in a state like florida or 16%, 17% of registered voters are hispanic, you can wind up with false positives. as you roundup people who are u.s. citizens, it can be quite a nightmare. i'm not saying it wouldn't be a nightmare for people who are here legally, but there could be unexpected consequences from this policy. we'll have to see what it is. one of your -- the people

certainly a lot of new voters in florida. a lot of new voters from puerto rico who moved after the hurricane. what about turnout and the momentum given the democrat's fury towards president trump and his agenda? >> well, both parties have fury and enthusiasm. whoever has more will likely win. there are three things that jumped out about that speech. one the enthusiasm the president garners from followers. it's remarkable. few politicians have that level of turnout and enthusiasm. two, he is an outsider. he still is despite being president. it's clear the way he act and speaks and walked around the stage covering his ears when people were screaming what they want the logo to be. he is the outsider. the third is the socialism line. this is a devastating line the president should have used it earlier and spent more time on it and listed democratic policies that are socialistic. it's a huge opening that the president should continue to exploit. i hope he does more of it. it worked well tonight. >> laura: richard, even chris cuomo

florida, florida, florida. that was a big part of the president flipping the narrative around on the mainstream media, which said again and again that the math doesn't work. that he simply could not get to 270 electoral votes. once he turned florida and then he went up pennsylvania, michigan, wisconsin. obviously, that's what got him far beyond that number. and, look, it's instructive that the same, you know, wise people who say they seem to know everything about politics are telling us, again, the president is behind in all of these battlegrounds. quinnipiac, for example, a poll out just a couple of hours ago saying the president is down 9 points in the state of florida to joe biden. guess what? quinnipiac had andrew gillum, the democrats, winning the governorship by seven points in 2018. he is not the governor tonight. as the president stands on that stage in orlando. so, these polls can be off. and i think that's one of many things this president is banking on because of the strong economy. >> tucker: i wond

a and that was before florida was a populous state and before florida was arguably the most critical battleground state. but i think it's interesting that the president is doing this in central florida. i was just in central florida talking with a lot of puerto rican activists in the state where there's 1.3 million of them. they represent a third of the hispanic vote in that state. and as we saw in the 2018 elections, those elections were very, very close. i would argue they're going to probably be closer next year if democrats can create the right voter turnout strategy, particularly with his panics. i think what the president is going to struggle with arguably is try to figure out how do you talk to each of those, i guess, diverse communities, if you will, within the hispanic community because they're not all the same. while cuban americans, venezuelan americans may be reliable voters for republicans, some of the younger voters within those communities are not. when you look at the puerto rican vote dagain, how presiden trump responded to hurricane maria, a lot of those voters are
