has cory booker's strategy shifted? >> you know, it is a shift for cory booker, but his campaign makes the case and as i wrote in this piece, they're making the case that this is a natural evolution that happened throughout the course of the campaign that you begin to draw these contrasts with the other candidates and that they're not going to get in the gutter. they're not going to be insulting joe biden personally and that they're going to keep this about policy. however, there's no question that this is a new phase of the campaign for booker and it's also unfamiliar territory for him. he personally, likes to keep it positive. it doesn't come match rlly for him to draw these contrasts, to go negative on other democrats and so it is not clear whether this will be a successful strategy for him. it's not clear how aggressively he's ultimately going go after joe biden in the debate, but there's no question he's been lagging in the low single digits nationally and in these key early states and so he does need a little boos

but i wonder before we deal with cory booker's slam of biden, how are voters paying attention to this? do they care about this issue? >> well, i think that's something we're going to be watching going forward. many of the biden events that i've been to, there have been voters who have asked questions about his support for the 1994 crime bill. and i think right now what's going to be key for joe biden is whether he can convince people that he is capable of change and that he is about moving policies forward. he had a speech that i was at just a few weeks ago in sumter, south carolina, where he acknowledged that he takes responsibility for what went right with the 1994 crime bill but also what went wrong. and so you're starting to see him really kind of make those arguments, trying to show voters that he can move past some of these issues that were not great back in the 1990s. >> how did the campaign factor in the timing of this being just before the next debate and knowing that he's going to be onstage between kamala harris and between cory booker, and that issues of race and issues of

cory booker grew up in the urban league. this is a healthy competition for the support and votes of our community. why people may be shocked is because we haven't had generally speaking a vigorous competition for the african-american vote in the democratic primaries. we've had a lot of candidates who do drive by politics. they may have ignored the community, taken the community for granted. this is a new normal in the changing demographics of america. >> and the president's comments -- i haven't heard from -- i know you have spoken about it. i haven't been able to ask you personally how you feel about the way the president has attacked these members of congress. >> when the president attacked these members of congress, a chill went up my spine. i was reminded of being a kindergarten and first grader going to an integrated school, elementary school in new orleans and leaving school and being chased home by older white boys who said go back to where you came from. those words are racist. those words mean something. those words

he's going to be flanked by kamala harris and cory booker. how does that -- given the confrontation of the past, how does that play out tonight. >> for every candidate that is on stage tonight, joe biden is the target. and for somebody like cory booker, he has telecast in many ways that he wants to go after joe biden. that he's gearing up for a fight on issues like the crime bill, on issues related to race. i think this is going to be a really fascinating balancing act for booker because he's launched his campaign based on this idea that politics could be optimistic and it can be unified so how does he maintain that m.o. and still showing the fighter side of him. and then for kamala harris, she had such a strong first debate and i think the problem with that -- and it is a good problem to have, is that the expectations just got a little bit higher for her, right. and we know that there are probably going to be clashes between kamala harris and joe biden on the issue of health care. she just put out her new health care plan and the biden team

is cory booker going to come out swinging. number four as you alluded to, all the one percenters or below, people like jay inslee, michael bennett, tulsi gabbard. if they want to have a breakout performance this is their team to do so. >> for the others that you've just mentioned, i mean, they could be -- if biden starts faltering, people are going to start to take a much closer look at bullock and ryan from last night, delaney and now these others you've mentioned tonight. certain certainly. >> joe biden, every time he's between 20% and 25% of the vote, there isn't a lot of movement or opportunity for anyone else. the only way those kind of candidates -- if you're a beto o'rourke or pete buttigieg to go up more, this is true for joe biden, elizabeth warren and bernie sanders as well. to be able to get into that 25% to 40% that joe biden -- i do think if biden has a performance that calms a lot of nerves in his orbit, all of a sudden you see how he might have a lock on that and taking that into iowa and new hampshire. >> chris

kamala harris saw a bump in the polls after she challenged biden, what we're seeing from cory booker, do you see that as him following her lead, or is it more of a personal attack on his part? >> i see it as him following her lead and erica, i doubt he'll be the only one to follow her lead. when i look at that stage as it will be compromised next wednesday night, the second night of the debates, you have cory booker, kamala harris, the former vice president in between. and that he will take incoming from the two of them, it's a given. look now further out at the fringes, because the rules are going to change for the september debate, and many of those folks are not coming back for september. and i think they may throw a hail mary, i'll go a step further and say, my eye is on the new yorkers, i'm looking at mayor de blasio, and i'm also looking at senator gillibrand, and i'm wondering, will the two of them look at this. this final opportunity unless their numbers rise, as a last ditch opportunity to score some points, take a page out of the kamala harris playbook, and similarly go afte
