let me get started with you, ed. investors at the moment seem to be taking chair powell's comments as a done deal for a rate cut. would that be your take as well? >> he was saying a half year ago we would keep going up in rates but he has reversed course over the last few months. really it has been more solidified. maybe we will cut rates, i think we are going to cut rates. it probably will happen that we will cut rates. you can see that showing up in future markets of implied probabilities of future rate cuts. you can also see that in for guidance of federal reserve officials. he has kind of eased into it. there is very little surprises given where he's been going with his talk. jon: when we think about the uncertainty from trade situations and what the fed can ultimately do, can we measure what a rate cut would ultimately do to take away some of that uncertainty for the economy? >> i don't think it will do that much in terms of economic growth. exports aobably boost little bit by lowering the dollar, and we did see

ed: that is a good point. a lot of gains in the market have been driven by the large-cap growth, especially tech stocks. having a narrow market with relatively small number of stocks powering ahead in their energy,like finance and that is not a really healthy sign. i would much prefer to see the small caps enjoying with large caps and the rally. it is a cause for concern. paul: in terms of looking for gains in the rest of 2019, what potential do you see, if any? ed: i do not think we will see a lot of gains from here. we had a tremendous run despite the fact earnings would be quite weak this year, low single digits. i would not expect it to be a great deal better next year. earnings drive the bus over a long period of time. when you have a market where valuations have been responsible for gains, that is problematic. we had valuation gains, that is why the market is up this year. partially because low rates have led people to take more risk in the stock market. i would not expect this evaluations rise that much

right now i'd like to turn it over to the ceo of con ed, john mcavoy to get an update from con ed. >> hi. good evening. thanks very much. my name's john mcavoy. i represent con edison. we experienced a significant disturbance on the west side of manhattan at one of our electric transmissions stations at roughly 6:47 p.m. but eventually it interrupted power to approximately 73,000 customers. we provide the electric system into what we call networks which is roughly equivalent to neighborhoods. it interrupted power to six networks. we have expedited the recovery, performed an initial assessment of what was the most likely cause, isolated that equipment, inspected the other equipment to identify any obvious abnormalities. and now we have started the restoration process. of the six networks that we lost, we have restored two of those networks starting from just before 10:00 p.m. and we are working to restore the remaining four networks by midnight tonight. now, there are some unknowns in this as we restore equipment we may find damage that we're not currently aware of. but we are proceedi

that's the latest update from connecticut ed. rp -- from con-ed. it increased by another 20,000 roughly. and at this moment, five subway lines are down. you can see a least first responders on the streets in mid-town manhattan where the big concern right now is rescuing folks who might be trapped in elevators or in subway cars. the city council speaker tweeting subways acfd and m are not running at this time. several stations are being bypassed. a couple of lines are running local in is part of the city that still does have power. but a good section of it mid-town manhattan up to the westside, completely in the dark. and large buildings issuing evacuations. we sent one out of our own in mid-town to our building on 6th avenue and 48th street alerting our employees on the upper floors that people were on their way to help them out. luckily we do run on generators, so that energy goes to the crucial areas and oftentimes it's not the elevators. we are working to figure out from con-ed what the cause of this was. the latest update is it's a transformer

ed: that is very true. up having to make small concessions to some of the states on a regionalized basis. if you look at the spread on the deal, it was already fairly tight because it was well telegraphed adjustment. there is a way the state could end up asking for concessions that are so onerous the company says we cannot do it. as i said the beginning, for them this is a question of survival. both ceos have said on the record that without this deal their companies will struggle to stay relevant because they are going to be so far behind verizon and at&t that it is not worth investing the money they need to put into the ground to build out the 5g network. vonnie: there is a trial from the states expected to start on october 7 and run a couple of weeks. will the companies hold back on celebrating before there is a final decision? ed: prudence would suggest they would. i'm sure there will be relief among the companies today and among the hedge funds playing the spread, but it is not done. it may be some time
