already at the area of myrtle road, there was one temporary levee that is breached. that is what is concerning authorities right here. what i keep hearing over and over from authorities and locals is that after hurricane katrina, there were levees and a million dollars of a levee system placed around new orleans, but the southern part of louisiana where i'm standing now, that was not fixed with permanent solutions, and residents now are urging the federal government and urging their authorities we need to have this problem fixed beyond this storm with other storms in the future. >> they tried to fix it, and they believe they had fixed all of the levees and the issues up near new orleans. the lower lying areas, where you are, some 80 miles southeast of new orleans are still very very tender area. can we pop up the radar quickly, so people get a big sense of where the storm is at this hour? >> it made landfall as we mentioned just about two hours ago, it is over the town. the town of baton rouge could get up to 18 inches of rain by the time all of this is over, luckily

flooding is the main concern for officials across the gulf coast with scenes like this in myrtle grove, louisiana, where water is flowing over the top of the levees. so far more than 120,000 people across the area are without power and the number is changing hour-by-hour.

we've learned a levee in myrtle grove is now overtopping. it is one of two levees that was not reinforced with funding in the wake of hurricane katrina. the mayor says the levee can withstand a few hours of overtopping before they breach. the storm is causing lots of damage, snapping power lines and louisiana and mississippi are under a state of emergency. residents are being told to now shelter in place. we're covering this storm across the gulf coast. innatasha chen is in new orlean. what's happening there? >> reporter: we're seeing tree branches floating down the river there. you could see how flooded. the water has risen significantly since we've been there. you can only see the very tops of the benches where people usually walk over and sit down. we are observing a lot of strong gusts of wind. we were talking to the mayor earlier about how a large number of people in town are without power at the moment. luck imthily they haven't had t to any rescue calls in the city. they did assist where a family was stuck in a home with a live wire t
