sean: i will take sarah's first. sarah, that is a great question. there is conversation around that. to me, that falls into, is that something mcc could do? yes. is that something we should do? that is a broader question. the mission of mcc is not necessarily to always be in a country. we are supposed to be helping a country on a journey to self-reliance and hopefully that moves the needle in the right direction. for a second compact, there are a variety of things and needs to be greater buy-in. more money put in from her partner countries. serious criteria that has to be met. i think that is a fundamental question that needs analysis. before we would consider even doing that, it would take a lot of conversation with our stakeholders on the hill, the administration, among third-party groups. the short way to say it is, a third compact is not something i am looking to engage in any sort of immediate capacity. tim, part of what i would love to see happen is when we are in a country, where they as mcc, but we are really there as the united states of am

let's get to sarah mcgregor now. what can you tell us about these talks? sarah: we have not heard any more today other than trump saying there was a call planned. he did not indicate the level of officials involved. he just said there was a conversation planned. we have not been getting official readouts from these calls. we are often not even notified they are taking place. very difficult to know even if it took place or what they talked about, but the fact of the matter is if they did speak, it is only two days before the u.s. is expected to increase tariffs on about $110 billion of chinese goods additional, so it is just hard to imagine where they will find common ground 48 hours before these tariffs hit. like -- kathleen: it seems of trade policy chicken, but it seems like the obvious thing would be for the president to say we are going to delay the tariff date, especially after the chinese said they are not so interested in escalating and would like to off the table.s sarah: absolutely. the u.s. chamber of commerce called for the u.s. and china to hal

sarah, give us the latest on talks between the u.s. and china. we know they have ended, and there's a new set of talks on the calendar for september. do we know if they agreed on anything? sarah: we were left with very few clues about what was actually discussed in this meeting. what we do know, officials really just met for about half of the day, and they said they will reconvene in september, which is weeks away. beyond that, they described the talks as constructive, but no real indication of concrete progress that was made. if we listen to the analysis coming out in the hours since the talks ended, it seems like the sides are sort of settling in for a slow burn in negotiations from now on. the fact they are not doing a lightning round of negotiations out of these meetings in shanghai that just ended suggests things aren't at an accelerated pace at this point. there was speculation, even from trump himself, that the talks could extend up to or even past the 2020 elections. that doesn't seem like an unlikely time horizon at this point. emily: mi

we will go back to sarah mcgregor. when i was joined ask you is september 1, some of the tariffs go into effect, does china have any alternative but to have some response and they have enough things to put tariffs on to respond that way? sarah: absolutely. we know high-level officials from the u.s. and china plan to speak in the next couple of weeks before the tariffs take effect. the september 1 date for the tariffs, which seem to be going forward, there was a federal notice today about it, the options for china's retaliation are pretty wide. there are fewer targets in terms of tariffs, but we know in the past they blocked investment, had consumer boycotts, there are all sorts of other ways they can make it harder for u.s. companies to do business in china, to send their goods to china. the unknown is scarier than the tariffs. david: exactly. it strikes me the tariffs, everybody knows what is going on. china may have ways in which they are retaliating and we do not know about it until after the fact. sarah: absolutely

sarah, let's start with your report. john, i know you have a lot to add to this, especially in light of you figuring out that the fbi had a spreadsheet that proved a 90 plus percent of the dossier was a lie. sarah, tell us what you know. >> so, one of the issues that we were looking into was the inspector general's summary that was released in may. it was a short summary that said deputy assistant director at the fbi had actually leaked information to the media, sensitive information, that was under seal, basically in the court appeared there was a lot of concern, a lot of people reference to that report but no one was ever known. according to my sources and according to people that i've spoken with, it was brian parliament at the time when he leads that information, he was head of the fbi division here in the international division, operations division, the fbi in washington. he was transferred, actually, to new york, kind of shuffled aside by christopher wray and moved over to the head of counterterrorism new york and

sarah: i think there is a lot going on. first of all, the editorial said there was no evidence given for the fact that this influence came from the chinese government. there is a little bit of evidence if you look at twitter's blog post. they say some ip addresses were unblocked from using the cap -- the app from the countries, the editorial also doesn't say that twitter and facebook are blocked by the government for all citizens. and so, this is the kind of thing, they were just told they can't advertise on twitter anymore. this is a tense moment. meanwhile, shelly and i have reported that twitter, the company has been training chinese government officials behind the scenes on how to use twitter and helping verify them. emily: let's talk about this. twitter employees are helping chinese government officials get their word out, get their message out on twitter. sarah: if you think about it, it is like they would for any other public official. if there is a celebrity or an athlete or an actress, they are going to be helping
