if jerry nadler were doing that, it would be the impeachiest. i think what's behind it is nancy pelosi's desire to keep control of the house of representatives in the next congress. there's an electoral push there, an electoral desire. she wants to make sure she's not losing house members. she doesn't want to force tough votes on her members. for many of them, it would be difficult to have a vote on impeachment. it would basically pit the liberal base in their districts against more moderate swing voters that they need to win. so i think that's what we've been seeing for months and months and months. now, as a practical matter, you know, this question of impeachment and the courts and whether or not democrats are moving forward, the courts have ruled on this in the past in terms of grand jury testimony. going back to the nixon period and watergate, the house's power to impeach and its power to investigate toward impeachment is something that is absolutely recognized by the courts as a reason to go and unseal that grand jury for the congress to g

even though she's saying she supports jerry nadler and -- >> so we're going to fix your mic. someone is interfere with your mic as you made that point. we'll get that fixed. your thoughts? >> semantics or whatnot, it's important. this is an issue that is clearly dividing democrats a lot and it's going to be a difficult issue for them to wrestle in the coming year as the time seems to run out before the end of the year. and remember that the judiciary committee has been much more aggressive and out front in trying to pursue impeachment for some time. more of their members have been very outspoken about wanting to impeach the president. the committee is stacked with progressive members. i would imagine that if chairman nadler had his druthers he would have gone forward with this. really as speaker pelosi trying to corral her members. remember her political imperative. she wants to keep the house majority of. she cares the most about those members and those swing districts who won the majority back for democrats last year. and i believe only two of them in those swing districts

in this case, what they will do here is essentially give the authority of the chairman, jerry nadler to call hearings and call them impeachment proceedings, also allow things such as allowing staff attorneys to question witnesses, something typically not done under the typical arrangement for hears. they say the move is a clear escalation to determine whether or not to impeach this president, something that jerry nadler wants to decide to do before the end of the year but they are not voting to formally open an impeachment hearing. the only thing that's necessary is if they decide to vote to impeach the president, the articles have to go to the committee and to the floor. now, the republicans are objecti objecting. they're saying there should be a vote, the reason there's not a vote for opening a formal inquiry is the democrats are trying to protect their members. >> ultimately they may decide whether or not to impeach this president, what's the difference about what they call it? >> it doesn't go outside the committee. this does not go to the house floor. they're covering for modera
