character that makes san francisco, san francisco. we don't want to be manhattan. well, i don't want it to be manhattan. or wherever places people come from. they think that's a better choice. so again, i don't want to go on and on. but basically, we'd like to see growth. we like to see area plans be accepted. the fact that none of us on the west side have been able to do area plans is mainly because we haven't had any resources. all the resources in the city in the last few decades -- forever -- decades, have been concentrated in this area for good reasons, but still, you have to open up the purses to make sure we have resources that we can actually plan for these things on the west side. i'm glad we're starting a process of supervisor fewer and supervisor mar, we're looking at those issues. and so given all that, you know, i would be supportive of senator wiener's bill if he could make some of these amendments that gives us opportunity to make a choices, to figure out how to increase the housing stock for our areas. i don't see anyb

in san francisco. and so that's really importantiimportant. in san francisco, it's no secret. we live in earthquake country. there's a big chance we will be involved in a major earthquake in the next 30 years, but we don't have to be afraid. these are going to be your first responders outside of the police officers, paramedics, first responders, these are going to be the people that come to your aid first. by getting to know your neighbors, you're going to know who needs help and who can help in case of an emergency. one of the great ways to do that is for signing7for nert, san francisco neighborhood emergency response team. it teaches you how to take care of yourself, your loved ones, and your neighborhood in the case of an emergency. information is just as important as water and food in an emergency. san francisco has an emergency text message alert system, called text sf. if there's some kind of an emergency happening in san francisco or your neighborhood, it could be a police action, a big fire, a

there's no disagreement that san francisco needs more housing. the discussion i hope to have today is on how we do that, what we build and for whom. and we aren't simply in a housing supply crisis. we're in a housing affordability crisis and our specific challenges deserve specific solutions. i passed out amendments to get specific on how to address our concerns with this bill. the bulk of the substance can be found on page 5, line 8. first sb50 does not respect community plans and san francisco has been most successful managing growth through the adoption of local community plans, which have included significant upzoning for new housing. sb50 restricts the city's ability to adopt local community plans to ensure equitable and affordable development in all neighborhoods. therefore, we are demanding that sb50 exempt areas in san francisco subject to local community plans that resulted in increased density and affordable housing benefits, ensures cities that reach the need's assessment production goals for above-moderate income are sufficient opport

when i moved to san francisco in 1990, some things opened up. i saw women doing things they hadn't been doing when i was growing up. one thing was firefighting. a woman recruited me at the gay-pride parade in 1991. it was a perfect fit. i liked using my brain, body, working as a team, figuring things out, troubleshooting and coming up with different ways to solve a problem. in terms of coming in after another female chief, i don't think anybody says that about men. you are coming in after another man, chief, what is that like. i understand why it is asked. it is unusual to have a woman in this position. i think san francisco is a trailblazer in that way in terms of showing the world what can happen and what other people who may not look like what you think the fire chief should look like how they can be successful. be asked me about being the first lbgq i have an understands because there are little queer kids that see me. i worked my way up. i came in january of 1994. i built relationships over the years, and i spent 24 years in the field, as w

i am london breed, mayor of san francisco. i am excited about this incredible opportunity to open up a 200 bed navigation center in san francisco. we all know what the statistics say. we have a real problem around homelessness, and the fact is last year we helped 2146 people exit homelessness. since we have opened navigation centers in san francisco, they have helped over 5,000 people. despite what we know the challenges are, the fact is i am grateful and proud of so many of the incredible people behind me today. the people who workday in and day out to help make these navigation centers a reality, but more importantly to help the people that we know are struggling on the streets exit homelessness. we have seven navigation centers in san francisco with a few more on the way. i am really excited what we are going to be doing. at the end of the day, let's be chair clear. it -- clear. it is that we need permanent housing for people who are exiting homelessness. today we are well on our way to meeting the goal that i set of 1,000

i'm a member of 350 san francisco, 350 bay area and the san francisco climate emergency coalition. i've lived in the mission for 45 plus years. for 25 years, i worked on municipal building projects in san francisco and berkeley. and i worked on what we used to call the new main library and branch libraries project. so i don't know if any of you know. i know debra raphael wipes up in the middle of the night and worries about our near future and will we be able to act fast enough to save ourselves and our planet but you supervisors are in a position to help to avert our climate emergency. and i applaud you and particularly supervisor mandelman for the proposed ban on natural gas in new municipal buildings. this is a good, although it's a small first step. and we must follow this up with a ban on natural gas in all new buildings in san francisco as soon as possible. we are looking forward to working with you on this immediately. in the meantime, until that legislation is presented and passed, we would like to see an electric ready reach code so that the projects that are online, ready
