kpix 5's sharon chin is here with a closer look at the numbers and how the state is trying to end the violence. >> yes, in the report a mass killing is when there's 4 victims, not including the suspect. most of the cases were shootings where the motive is still a mystery. >> reporter: 211 people were killed in the u.s. this year in 41 mass killings. the most since the 1970s. the data compiled by the associated press, usa today and northeast university. and california which has had some of the strictest gun laws in the country had the most of any state. many people we talked to felt sad and shocked. >> i don't know what the answer is. i really don't. how do you teach respect for life? >> protect the homeland. take care of ourselves and find out where we're suffering mentally and spirit whilely. >> reporter: california is enacting even tougher gun control laws. only those 21 and older will be able to purchase a semiautomatic rifle january 1st. gun licensing and fees will cost more come new year's day, and those who aren't allowed to own guns in another state will be banned from purchasi
