let's first talk about the city of minneapolis. the city of minneapolis has experienced, you know, these killings before and as a result, the department of justice after the last incident of unrest in the city of minneapolis actually did a study and released a report that provided a whole set of recommendations about how to deal with these kinds of issues and particularly civil unrest. i've read the report and seen recommendations and see no evidence the recommendations have been implemented to try to quail some of the more extreme measures that the police have taken in terms of the unrest. then secondly, this police department has a terrible record. the racial disparities in the use of force and police brutality are extraordinary. this is a police department that in my view in any other time i would say chris, is right for a department of justice pattern and practice investigation. we know this department of justice has virtually abandoned any effort to investigate structural discrimination in police departments. so we have very l

let's go straight to omar jimenez live from minneapolis. omar, for those waking up, walk us through what happened overnight and what is happening right now. >> well, for starters, laura, what's happening right now is this portion of minneapolis is on fire. i mean, you look at this building. this building is less than a block away from the minneapolis police third precinct, the one that was broke eninn into and s fire. this one here, hours later, that fire is well extinguished. this one is burning out of control. there's a mid section of this building that just a few moments ago collapsed down. you can see all of the spectators that are here. there was one other person that walked by saying it's unbelievable as they stand here and watch. no one seems to be demonstrating at this hour. they just seem to be standing back in awe. now to catch you up on what we have seen throughout the night, this is not an unfamiliar site over the course or throughout this city. it's something that mayor jacob frey has pushed against saying he is in support of t

over the course of the day, i met with my counterparts in minneapolis and st. paul to talk about what missions they needed the state to help them fulfill. calling to say we are here to support you. we are your partners. tell us what you need and we will back fill and fill in the gaps. tell us what you need for resources and we will help you get it. we did get some specific missions. we got no real mission at all. and in the absence of a real mission, we began to identify where the critical needs were. we tasked the state patrol. we tasked dnr. we tasked the minnesota national guard to meet specific missions that we were requested to do. but we also tasked them with being flexible because we knew that if things continue to devolve, that we magt need to pivot and we might need to shift from a static post of guarding critical infrastructure to a fast-moving operational approach of restoring order. about midnight last night, i was party to a call where that pivot had to be made. where the mayor of minneapolis called and said they had no more resources and they were
