in miami-dade county now. one medical center in homestead reached icu bed capacity. republican officials in florida are warning the white house all the efforts so far have not been enough to bait. a huge jump in the number of covid cases and critically in the percentage of tests coming back positive. that's really the number to focus on. upwards of 15% recent. ly. florida businesses remain open but the governor is threatening to pull the plug on establishments that continue to follow social distancing rules. >> if people see a pub or restaurant, if they are operating at 55%, okay give them a warning, tell them hey 50. if you go in it's mayhem like dance party u.s. and packed to the rafters that's cut and dry. >> that threat in orlando area bar near the university of florida has had its liquor license suspended after 13 pay terrell owens and 28 employees tested positive for the virus. similar issues are cropping up all across the country. erica hill has more. >> reporter: some sobering new records being set in

and with me now, the mayor of miami-dade county carlos himminez, thank you for being on with me. welcome. >> how are you doing today? >> i'm doing all right. but let's talk about you. dr. birx specifically called out your county as the area in florida with one of the highest spikes. so mayor, what are you doing to stop the spread? >> we're stopping education and we're focusing on enforcement. what we've seen is a huge spike in young people, 18 to 34. it is almost skyrocketing. and that is somewhat concerning to us. not so much on the 18 to 34-year-olds, although a number of them will get sick and have serious consequences, but then taking the virus and transmitting it to their parents and grandparents. so when you look at our graph, you'll see that the older folks are not -- that the rate of infection is not nearly as high as what is going on with the younger folks. and so we're going into the restaurants, we're making sure that there is social distancing. we've always had a mask order here inside any interior space. when you are outside and you can't maintain a social distancing

ventilations are all up in the past two weeks in the most populous county, miami-dade. but the governor says he's not going to order mask wearing. you tell me this isn't about stupid politics. you tell me this isn't about desantis being an acolyte of trump. he won't come on and make the case. what does that tell you? miami mayor francis suarez announced a city-wide mask mandate this week. he knows what the virus is like all too well. you're looking well, though, mayor, welcome back to "prime time." >> thank you so much, chris, i appreciate it. >> i know you and i are still figuring out why we're not completely right and that there's going to be a story to tell with this virus that you and i are trying to figure out ourselves. we'll put that into the conversation some day. right now, the governor says, masks, well, you know, tough to enforce, may not be the best use of resources. all the experts are saying masks are the best use of resources. your take? >> we implemented a mask rule in public this week because like you said, we saw, you know, a record number of cases the

local action to contain the outbreak there in miami-dade county now includes closing beaches, sam. businesses there, as i understand it, very much looking forward to independence day weekend as an opportunity to make up some lost ground. how are they reacting to these beach closures specifically? >> reporter: it blind sided a lot of businesses. good morning, craig. good to be with you. to give you context for the numbers you just gave, 6,000 cases today make s 29,000 in for days. that's the spike that florida has been on and why you're seeing a lot of local leaders right now taking pro active measures to try to curb it any way they can. opinion has been divided, just like it has been about masks, closures for beaches. you have some people right now, craig, who are saying it is a public beach. how can you deny me access? on the other side of the coin, many others say if you save one life or many lives, why wouldn't you do it? in terms of the business impact, on ocean drive right now, look over my shoulder. you see the empty chairs behind me? this is normally one of the most active p

the mayors but in actuality what we set as the rules here in miami-dade county are the rules for everybody. cities can do more than what we do. but ours is the base. they can't do less than what we do. i speak to what's called the dade county leaders all the time three times a week he and tell them when we discuss the things we need to do, what the orders are i'm going to issue. they can, each city has a right to be more stringent but they can't be less stringent. >> so what more do you think could to be done in this cooperation under dade county? >> well, one of the things we can do is penalize the businesses that don't comply. right now there isn't a stiff penalty structure. one thing we want to issue new rules that would close nonconforming businesses a lot longer than what's currently happening. we just need to send a message, unfortunately that if businesses don't comply and if people don't comply then we may have to look at dramatic measures we don't want to look at like rolling back some of the openings and also potentially rolling back some of the capacity limitations within busine

beach, the city of miami, miami-dade county, which i think now it's on us as the chiefs association to hold up our end of the bargain of that dialogue, to create change. >> yeah. listen, we appreciate that. just watching those images, so powerful in the midst of what is such an unsettling time in this country. i want to ask you about how you approach these things? because i know you can't tolerate violence. you can't tolerate looting. you have responsibility there. on the other hand, you want to reach out to the people. these are your fellow citizens. you heard the president encourage local and state leaders and police to, quote, dominate protests and protesters. i wonder, as a law enforcement officer, is that your goal? and does that kind of language help? >> well, i believe as a law enforcement professional, throughout the country, i can speak specifically to south florida. we are not in a position to antagonize. we are -- and in this case, in my city, with the help of my fellow chiefs, we were able to have that dialogue. you know, police officers and the policies that are written

we lagged behind miami-dade county which lagged behind the rest of the state. having said that, there are major concerns. the cases continue to rise. we still have not incorporated into the data memorial day or all the protests so there are major concerns, you know, if the state data is increasing and miami-dade county is also showing a gradual increase. we were downward sloping over the last 30 days when we began our opening by 13 cases per day and that downward slope had declined to a downward slope of 7 cases per day as of monday. but we continue to see data that's indicating that cases are going up, and like i said, that still doesn't incorporate memorial day weekend and that still doesn't incorporate the protests which we know have congregated thousands of people in our city, many of which are not wearing masks. >> so, mayor, you just laid out several concerns right there. are you suggesting that you now lack confidence in the plan to re-open your city, and what about the governor's plan to re-open the state? is the state moving too fast? >> you know, i th

just yesterday, miami-dade county, just one of the counties in the state of florida, we had 900 new cases. we're very close to the high water mark for the entire state. so that is a major concern. we're starting to see hospitalizations also go up. tomorrow, we're going to be hosting a press conference with mayors from a varieties of cities to start cracking down on those who are not following the rules and respecting the rules that have been promulgated. >> practically for you, what does it look like to slow down phase three of this reopening? >> what it looks like is we're not opening up bars. we're not opening up movie theaters, not opening up any sports, you know, entertainment venues that have large congregations of people. i understand that's upset some people that are bars and, you know, they get upset because they see the restaurants sometimes act as if they're bars. that's completely understandable. we have to crack down on the restaurants as well to make sure they're in compliance. and that's something we're doing and going to continue to do over the next few days. >> if people a

as you also said accurately, in miami-dade county, hospitalizations are up, ventilators are up, icus are up. thankfully deaths are not up. we know that deaths are a lagging statistic that sometimes lag four to five weeks after a spike in cases. we're also hopeful because it seems like the majority of the increase in cases is in 18 to 35 year old range. we're hoping that's not something that bleeds into the older population which is of course more vulnerable. and more likely to -- >> i'm with you on that. we had these girls on -- "girls," we had young women on who were in jacksonville. they had gone out, again, the governor and the messaging was, you don't really need a mask, you'll be okay. they go out, all 16 of them get covid and seven of the people working in the bar. the concern with the younger people, you're right, they're not getting as sick, and many can actually be asymptomatic. but they are more likely to spread it to people who don't handle it as well. and then you have a real problem. what's your message to people tonight? >> my message to them is to follow the rules. to

miami-dade county mayor said that younger residents are going out to residents and other businesses not wearing masks, not avoiding crowds. what should that mayor or governor desantis do to stop this huge spike going on in florida and specific counties? >> yeah. jake, the big challenge is that across the nation starting at the top we're getting mixed messages. there's not a single public health leader who isn't taking this seriously, who doesn't recognize that we're in the early days and that the actions we take now will determine whether that model that erica hill was talking about proves true. it's not a crystal ball. if we're able to implement the measures the public health has been pushing, this road map for opening the economy in a sustainable way, we can affect that. what you see is the governor wearing masks and telling people they need to social distance, they need to keep six feet apart and they need to stay home if they're sick. thankfully young people are going to do well with this. most of them, not all, but most will do well. but many live with elderly people or are in cont
