welcome to the markup of the fiscal year 2021 funding act for the department of homeland security. i'd like to begin by thanking ranking member fleischman for his collaboration in putting the bill before us this morning. there are, of course, areas of disagreement. almost entirely in the immigration area. i do believe, however, that most of our bill represents a bipartisan agreement, but i don't want to minimize the disagreements on immigration, they are significant and they are important. before discussing the bill, i would like to acknowledge the department's personnel who work on the front lines of the coronavirus pandemic. many have contracted the virus and sadly several have lost their lives to it. we owe them and their families our sincere gratitude. i also want to recognize the pandemic's impact on migrants, particularly those continuously held in detention facilities. many have also contracted the virus and sadly, some have died. in my view, with infections in ice detention facilities rising, alternatives to detention should be used for anyone not a threat to public safety,

as part of the department of homeland security, cbp is there to support fps. and you heard with respect to their primary mission, to defend a federal property. as this country's largest law enforcement organization in the united states, we have a considerable amount of highly trained tactical units that provides an immediate response capability with respect to a wide, vast array of high-risk incidents. and they are highly and specialized to receive high training and specialized training in skills and tactics. we have our srt, our special response team. and that's the tactical unit that's attached to our office of field operations. in addition to, that as i'm sure everyone's heard the past few days, bortac. that's our specialized tactical team that's assigned to our united states border patrol. these agents and officers are among the most highly trained agents and officers that we have within cbp, and that includes training and riot control. in fact, bortac was established in 1984 precisely to respond to riot control in detention facilities. the special respons

he makes the point that some in the department of homeland security have been saying that the protests have turned to some extent on attacking federal agents, throwing bricks, frozen water bottles, cans of food at them, shining lasers in their eyes, he says three of the agents have been blinded and that the blinding may be permanent. he's going to be asked about his role in lafayette square. this will be his first time answering any questions before congress. there will be other hearings on this about exactly how it unfolded, whose idea it was, was tear gas fired, if so, who fired it, as you know, the park police said it wasn't them, but it wasn't them who was it, could it have been them and the leadership just doesn't know. that's going to be a whole line of questioning there, the first time you'll be questioned about this. on the protests, i think there will be a lot of questions about whether who is behind the violent protests. is it as he and the president have said antifa or white supremacists or some kind of combination of both? i think he may well be asked about the president's
