that works, too. >> chair yee: yep. it has parentheses, 5 miles per hour. >> so the excelsior neighborhood traffic calming there was 18% reduction in the average number of vehicles traveling over 20 miles per hour. that gives you an indication of what is happening at the higher end of the speeds and the reduction that is happening there. then it gives the 1% in the 85th percentile speeds, so the 10 different streets. what it is telling you, overall the speeds went down significantly in excelsior. for golden gate park traffic safety, it's similar. we put in crosswalks and speed humps and saw the vehicles traveling over 30 miles per hour fall 42% park-wide. in 8th avenue, we saw 18% decrease in 85th percentile speeds and that was a decrease of 5 miles per hour. so that is -- john muir boulevard we put in three raised crosswalks and we saw 85th percentile speeds full by 14 miles per hour, or 43 to 29 miles per hour. that's a significant drop. and i just wanted to note that vehicle speed is perhaps the most single effective

commissioner yee? >> president yee: thank you. i just wanted to make a comment in regards to -- i don't want our discussion to be these cameras versus police officers. i think they serve different functions. i think it's a collective effort. it's not just one or the other. it's impossible to have a police officer or a traffic officer at each corner, but at the same time, you can't make a comparison and say that, you know, a camera gives more tickets than a police officer when we also have to take into consideration that police officers, if they're really visible at an intersection, it's almost impossible to give a ticket because people will see them, and they'll behave. so they serve very different functions in terms of the behavior. i'm making this statement because i don't want this argument to become one versus the other when we're also trying to advocate that we have speed enforcement system and people are against implementing that type of program in san francisco, so i just want to make that statement. >> chair peskin: thank

>> the mayor and supervisor yee provided, there was no kind of time line. it was open-ended to say, let's take a look at immediate, midterm and long-term solutions. i think as i mentioned, when you take a look at the convening of the task force and timing when that happened, the focus was the immediate impact. it was convened pretty quickly after the order happened. i think because of that, the focus on the task force's mind was on the immediate things that happened. you see a number of recommendations that come out that are related to the immediate relief to businesses, workers, and so on. i think in the course of all these conversations -- because if you try to cover all the time horizons, the immediate, the midterm and the long, what really got shortchanged was the things that need to happen in the long-term. i think some of the commissioners spoke about economic sustainability over time and environmental sustainability. that just didn't come through in the conversation. i think because people participating were focused on what is happening immediately t

the board of supervisors, supervisor sandra fewer voted no, raff vel mandelman voted now, more man yee, voted no, catherine steph he knee voted no. the ed lee democratic club says no. the sfgop says no. you have people across the political spectrum who recognize that this is going to increase costs significantly while at the same time inducing chaos in public services, paralysis in the cleaning of our streets. uncertainty at a time that san francisco needs to be smart and focused in how it spends its money, how it raises its money, and to address the real causes of what we see going on in our streets. matt haney does not represent a common sense approach on homelessness, drug abuse, or mental illness. i have tried to bring these solutions myself to a citizen ballot measure on the regulation of navigation centers. the entire ballot you're seeing was put together by the board of supervisors. no one could even collect signatures under shelter in place to propose alternative measures, as i tried to do. >> thank you, larry. thank you very much both for your comments and for your time. we ho

and look at the treasuries, yee yields on the rise but carter is laying out a call for your portfolio take it away >> you don't think of financials as being a safe haven or defensive, but yet given the action of the market and what is happening to yields -- and this is a follow-up from the tlt trade of a week or so ago -- i think it's important to look at banks. the first is a 10-year yield chart. i like to call it a bearish to bullish reversal but forget what i call it. something that goes down and starts to curl up. you can see it is starting to rise that is an important development. take a look at the next chart. this is kre. it is identical. that's all a moving average is a changing trend is important. and more often than not, it's at the end of something is underway the next chart is the drawing trend line the moment you break above this average is the moment your moving average flatens it is a simultaneous thing the principles are the same, very developmental in terms of price action look at this two-panel chart, the last of the charts this is what we just looked at the kre. you
