. >> kpix 5's emily turner joins us live from san francisco with what is being done to keep you safe and to keep the system from an overload. >> reporter: as cases a spike, it is not just hospitals that get slammed. it is testing sites like this one on the embarcadero. while san francisco has flattened the curb for the most part, probably leading the bay area, the city still has to be careful because of the population density. it makes it so that the covid spike and escalate too weekly for the system to catch up. as the numbers ramp-up, officials are worried testing sites will get jammed up so they are now asking those who have insurance to go to their own doctor to get tested rather than use the city's free testing facilities. already, trying to get an appointment is impossible. >> the city's testing sites are meant for people who are uninsured or have poor access to healthcare and are symptomatic or have had a close contact with somebody who has covid. we need to ensure that those resources are there for those populations. >> reporter: to give you an idea of how backlogged this sys
