liz kreutz joins us with the latest on the efforts to lower the transmission rate here in california. liz? >> hi, kristen, health officials are sounding the alarm. dr. mark galley pointed to europe as a model. when belgium enacted the stay at homer order they lowered from 27% to 8% in three weeks. he's hoping the same can happen here. today's update from dr. mark galley gave no sign of things turning around. the 14-day positivity rate across the state is 8.7%. a 55% increase since the week of thanksgiving when it was 5.6%. icu patients also continue to rise. here is the latest numbers by region. th bay area has 24.5% icu capacity. northern california has 25%, greater sacramento has 18.8%, southern california 10.1% and san joaquin valley, just 5.6%. each of those numbers is slightly lower than the numbers reported the day before. >> we are

good morning, i'm jovina fordson in for liz kreutz. we'll have more on the new strain and what doctors are saying about it. first look at the weather with meteorologist lisa argen. >> hey, jovina, good morning to you. hi, everyone. plenty of clouds out there keeping temperatures up. live doppler 7 you can see that we are mostly cloudy 44 in union stay. it is 47 in oakland with 45 in richmond. 37 santa rosa and low 40s in livermore. this morning, since yesterday, we have really dropped our numbers despite the lack of 30s out there. so we were very mild with the rainfall yesterday, saturday, but today we are putting our sights on our next system, our level one system late tonight into tomorrow, bringing scattered showers. we'll see the highest totals in the south bay and not going to be that much at all. we are reducing the rainfall totals so it is going to be a breezy system with the rainfall focused from the santa cruz mountains to the south. count on cloudy skies today, temperatures in the mid-50s looking at the rain develop at night.

liz kreutz is leary with there story. >> these were homes initially built in the early '90 for airmen. in 2010 they moved into new housing on the base and since then these homes have been sitting empty. now, there is a plan to finally put them to use but it's hitting a lot of red tape and it doesn't add up. >> as california grapples with the growing housing crisis, this george down property next to travis air force base in fairfield seals likeems like a mine. it's homes with basketball courts, playgrounds sitting empty for a decade. >> it's a little crazy that you've got these assets sitting there, these homes sitting there, not being utilized and over the past decade this part of california has gotten worse and worse. >> reporter: the developer of the property hunt companies committed to renovating the homes on their own dime and turning them into affordable housing units including roughly 15% reserved for veterans. affordable housing advocates can't get the green light. they say it's at least in part because of their neighbor. >> this is a classic case of this time the nimby neighbo

abc7 anchor liz kreutz has more where things stand less than two weeks before christmas. >> reporter: as excited as we are with the covid vaccine, the current situation in california is not something to celebrate. cases continue to rise. today there were more than 33,000 new cases reported across the state. the current 14-day positivity rate is 10.5%. one week ago it was 8.4%. >> we are in the midst of the worst moment of this pandemic. today is hopeful. >> reporter: icu capacity is also still declining. the bay area is at a 17.8% capacity, not yet at the 15% threshold, but there is no sign yet the spread is slowing. in the central valley, icu capacity is currently zero. >> we are very close within the next week or so anticipating that to be replicated in other parts of this state. >> reporter: in san francisco, the county says this morning they received 2,000 doses of the vaccine at zucker hospital. at the same time cases are drastically surging. dr. grant colfax said the city has seen a 50% increase since thanksgiving. he's urging people to cancel all holiday travel. >> let's give t
