i have a question for dan. what is having a nonveteran in f this as head of the veterans ministration? >> i think that having someone in the va, i think it is natural but i think it shouldn't disqualify them from being part of the va. it's an organization, a provider for veterans, designed to be a tistem for the whole united states and like i said earlier, several times during this epidemic. i do think being a veteran does help you have better connection to the veteran community and with families living on nonveteran shouldn't disqualify you. her experience as chief of sta staff, it equips in certainta ws in that role but doesn't guarantee success. i would say is helping manage response in the scandal which the obama administration did not handle that well. my thought is that he's learned about. the failure of the obama administration, these are lessons to the va and hopefully will improve. these are veteran americans and ultimately, i do want to hear more about what he thinks of station in the va accountabilit

dan: it is a good question. actually, the regulatory authority that is probably the most relevant right now under existing statutory authority is lodged in the exterior -- in the security exchange commission. obviously they have oversight over all securities trading activities. they have oversight over many of the intermediaries i talked about, although in some cases, it is not as capacious and oversight as one might like. so i think in the first instance, the fcc policies with perspective money market funds, but also some of these other intimate aries qamar going to be important. need probably will be some overtime for additional legislation. i think, again, even assuming two democratic victories today, if that were to happen, i don't think that immediately raises the prospect of broad ranging legislation, but my hope would be that over time, the case would be made and understood that more regulation is needed that ise, and i think something that is important for the franchise value of banks as well as the fina

dan, nice to see you. thanks for coming in. you've looked at executive orders, what are the implications for u.s. energy production, which hit a record during the trump years? >> obviously all kinds on climate policy but the question is, how far will they go in terms of restricting u.s. oil production which is a big industry which has a lot of jobs? paul: i mean, what do you think for example, joe biden didn't need to block the pipeline, that's on its way to be developed. you can let that go and focus on the future. he's put a person in charge of permitting for these leases is hostile to oil and gas so the implications to me suggest there's going to be a gradual attempt to restrict u.s. oil and gas production. you see it that way? >> i think that is correct, going out of the way saying they are not going to ban fracking because it's important to the economy and policy of the u.s. but in terms of its using regulatory approach and paul, it's important to remember why eight presidents from the early 70s through barack obama talked

dan: i am not sure. vonnie: yes. dan: that is it. there is a pattern you can follow, paste on experience. but that pattern is not perfect. the ability to follow it is not perfect. from a fundamental value basis, as you move down the rating scale, particularly when you get into the single-d and below, you have to say in any cases, keepers. this profile does not look all that good. am i being compensated for the risk here? when i look at a lot of these i say no, not. therefore, don't be there. the question then becomes, ok, what do you do in substitute for that? how much liquidity do you need? circumstances vary, obviously. it depends on the particular account. i am more cautious than i have been now in quite some time as to both credit and possibility that the bid-only function of the market might get back to normal or deteriorate. we have not seen that yet, and there is a lot of confidence by a lot of people based on what the fed has implied from what they are doing that we don't have to sweat that. i don't sweat that confidence. i j

. >> dan, is this in some way a dash for trash given where the markets are and the search for the next play here >> yeah. so when you think about the xle, we know they're heavily weighted toward exxon and chevron you look at exxon. guy mentioned that double bottom that we saw in crude and related names. but exxon is still 25 -- 20 or so percent from its june highs here so there's still a lot of room to go. if you're playing for beta, it could be there, especially when you see crude moving around the way it is. i'll just throw in, put in that ism manufacturing number this morning, that was much better than expected, near two-year highs. you talk about inputs going into manufacturing, obviously crude oil is one of them you could make a near term bullish case that manufacturing and a whole host of other industries opening up despite the fact there's lots of covid around and lots of mitigation attempts it's probably going to be something that's not just a one or two-month trend but you're likely to see in q2. >> we have to remember that along with the increased restrictions here around the
