he signed the multi billion-dollar wildfire fund not to fix pg&e's power grid but fund damages pg&e would have to pay if it sparks more fires, a way of convincing wall street this bankruptcy plan would work. the law came with a deadline to tap into the new fund pg&e had to exit bankruptcy by the end of june 2020. >> so that's the pressure tactic bankruptcy created but not really an excuse for why they shouldn't have to pay that much of a fine, right? because again, there were massive multiple violations and these violations killed people part of the purpose of the penalties is to detour to conduct. have you really detoured this conduc conduct? >> reporter: alice didn't get a vote on the punishment. she carried out what the five commissioners decided. what would you say to the people of paradise? >> that i'm sorry and i'm sad. i don't think we held pg&e accountable. and i think i know we made the wrong decision. >> she's the first person in all of this i heard say she was sorry, she did something wrong. >> reporter: depending on who is reporting you read that day, you might have seen headl

let's look at pg&e's outage website. it is lit up right now. there are pretty big clusters of homes without power in the east bay. amy hollyfield is live for us in pleasant hill. >> reporter: we found a spot without power here in pleasant hill. it's dark out here. i don't know if you can see it, but there are some power lines dangling right there in the middle of the street. it is blocked off. a car driving down here would just get tangled up. this is keats circle at oak park road in pleasant hill. we're just down from the oak park road safeway. this is a residential area. they have closed the street. we can tell the power is off. we do have a pg&e employee who has just arrived on the scene. he's just inspecting the site and also here to keep people away from it. he wanted to relieve the police officer who is here so the officer could get about his day. this pg&e employee is here to block this off, but he's waiting for a crew to come and actually fix this. at this point he doesn't know when that's going to happen. he says it was a busy night. t

this is pg&e base camp in scott valley right now. no major outages reported in boulder creek, some of the mountain areas, but that could just be a matter of time. we've been expecting rain, but look at what fell in the santa cruz mountains just above saratoga. this was exciting. several inches of snow fell along highway 35 just before highway 9. but heavy rain is the concern in the mountain communities near the czu fire scar. this is video from overnight from boulder creek. the charred hillsides barren of vegetation are now vulnerable to landslides, debris flow and flooding. also the charred land doesn't absorb the water as quickly. even as rain started to fall, crews were cutting branches hanging over homes, repairing power lines that were down over highway 9 and about 5,000 people left their homes in the danger zone. but 261 people are digging in and they are staying put. >> if you found yourself with a medical emergency, our response to be significantly delayed. it's not that we don't want to, there could be a road closed or a tre

this storm. >>> joining us live right now is tamar from pg&e. thanks so much for taking the time out to talk to us this morning. >> good morning. >> well, so this storm system is, it's been a big juicy one. certainly not over yet. it certainly had an impact on pg&e customers. you expect that to continue? what's the hardest thing they've been up against? >> well, we definitely have challenges, things like access issues, in some parts of the state snow and fallen trees. we are seeing the storm as one of the largest that we've seen in our service area in several years. we saw gusts of up to 80 miles per hour in the bay area. this has been a doozy. >> so many in the bay area are lucky enough to have their lights on. other parts of the state don't. talk about the process pg&e had to go through ahead of this storm to try to prepare. we knew this one was coming and did it work? >> absolutely. we had a plan in place. we wanted for our customers to have a plan as well to be we ham tracking this well in advance so we can figure out just where we're going

we're hearing that pg&e reported several power outages. there are up to 600 in oakland so far this morning. we'll take you throughout the bay area and show you some of the damages of the fires overnight, downed trees as well, but let's talk about the forecast. it was so amazingly warm yesterday. this is so concerning when it comes to fire danger, kari. >> absolutely. especially when you have some high winds and some low humidity. this morning it is still very dry and we are going to see elevated fire danger continue. the wind speeds we've seen are some of the sustained winds still roaring especially across parts of the north bay. you may be wondering what is going on. the high wind gust also continue through the next several hours. here we are stopping right about 12:30 and san jose still looking at wind speeds close to 20 miles per hour but the north bay will have higher wind gusts as well as parts of the tri-valley. through the evening the high wind warning expires at 10:00 a.m. into 6:00 we'll have high wind gusts continuing through the

pg&e truck caught in a landslide. it ended up about 150 feet down an embankment on a washed out road. the driver of the vehicle is having problems with their neck and back after that accident. valencia school road is impassable and barricaded off. our crews found a tree that was down on valencia road in addition to blocking both lanes, shutting down that roadway. it caused damage to a home lifting up part of the front deck as it came down. so, heavy rain has been basically steady there all night long. so, once the sun comes up this morning, homeowners, crews can get a better look at what other damage may have been caused. we will stay on top of it. back to you. >>> cleanup is underway in caramel after the roofer overwhelmed an oceanside lagoon and sent water spilling into a neighborhood. they punched a hole in the lagoon to give it a quicker path to the pacific. it's a protected fish habitat and they didn't want to empty it unless they had to. >>> take a look at this. this is highway one through big sur. a section of

more than 36,000 pg&e customers waking up in the dark across the bay area. in fact this is a look at the outage map. about two-thirds of the total are in the east bay and in the south bay. >> mudslides can of course be dangerous and deadly. you probably remember the one in southern california's montecito. that took place in a wildfire burn zone three years ago. 21 people died far away from the original break which hit without warning. 130 homes were destroyed. this was one of california's worst-ever slides. meanwhile the one that took out homes in sausalito in the winter of 2019 occurred naturally. one woman there was trapped in the debris. >> luckily, they managed to save her. hopefully we're not going to have any situations that bad. but this storm, it's really, you know, creating a lot of danger out there with the possibility of slides. kari is taking a look at some of the science behind all this. >> and we saw all of the fires that we had just recently, even in the santa cruz mountains just a couple of weeks ago. and so we are watching very closely the c
