there was a large group at bpc that did great work and great research. we have a great number of recommendations. there was a lot of work and a lot of recommendations we chose not to put on the package -- in the package. i think we did a good job of creating a framework that can attract bipartisan support. at the end of the data value is providing substance for legislators to take, they are not going to adopt every recommendation and those that we might adopt will probably be negotiated. it's a great framework and i give a lot of credit to the bpc and their staff for helping us through this. >> congressman? >> in congress i associate myself with the gentleman from new hampshire. he acknowledged all the tremendous time and expertise that went into building out this report. that's one thing we didn't dive into, we have a whole lot of new money coming in through the american recovery act. that is very much discretionary dollars for block grants. what we really recommend is that we build a sustainable, reimbursable system where people will not run out of mon
