reporting in atlanta, ryan young, cnn. >>> cnn's chris cuomo discussed the issue of hate crimes charged with atlanta's mayor keisha lance bottoms. >> when you look at the definition of a hate crime in georgia, it's not just based on race. it can also be based on sex. and he targeted asian massage parlors in his own words, if you are to believe the words of a mass murderer, because of some sexual addiction that he had and he targeted women. so i think that, in and of itself, speaks to the definition of a hate crime in georgia but the reality is this, chris, the stiffer penalties will come along with a murder conviction with murder convictions on several counts. in georgia, the penalties, as i've read it for hate crimes, are only an additional two years for felonies but i do think the symbolism of him being charged with a hate crime is important and i do hope that is what prosecutors will decide to do. >> reporter: my colleague michael holmes spoke earlier with one of the community organizers who was at friday's meeting with the president and vice president. have a listen. >> i am struck

cnn's melissa bell joins us now from paris. i'd like to start with that joint statement between the eu and uk. does that suggest a detente in this vaccine war? >> reporter: well, it is the beginning of a hint that they might start working together. so perhaps one shouldn't hope too much given the animosity we have seen over the course of the last few weeks, but i think what it may suggest is that perhaps the eu strategy is working. remember what they announced yesterday was an expansion of the export ban they brought in the middle of january over their spat with astrazeneca over the shortfall of deliveries. what they announced yesterday, it is yet to be approved by european leaders, an expansion of that mechanism which would mean they are not just looking at companies and whether they're living up to their contractual obligations but also they would be looking at the countries to which exports would be going to look at how their covid-19 figures are, how their vaccinations are going and specifically targeting the united kingdom

cnn's evan perez joins me now. evan, what other new details are your sources in the fbi telling you about the suspect? >> well, jake, these are new images and new video showing the movements of the person who is believed -- the fbi believes placed these two devices outside the rnc and the dnc. it's remarkable that two months after the insurrection, after the attack on the u.s. capitol, they still have very little to go on. but that doesn't mean that they don't have a lot of clues from these videos. for instance, the suspect is seen wearing a nike air max speed turf shoes, yellow, black and gray. you can see in the images, he is wearing -- he or she is wearing a hooded sweatshirt as well as a mask. one of the things that is interesting, jake, is that the fbi says that the devices are believed to have been placed between 7:30 and 8:30 p.m. the night before. as you pointed out, prosecutors, the fbi have said that they believe perhaps these bombs were placed as a way, as a diversionary tactic, as a way to draw law enfo

jessica dean, cnn, capitol hill. >> cnn's political analyst is joining me now, sabrina, lovely to see you. let's talk through this broadly, is this joe biden's first big political win? >> without question this is president biden's major legislative victory. now this came on a strict party line vote as expected and not a single republican voted for this bill but the end results was still the same which was the $1.9 trillion coronavirus relief package that president biden campaigned on and said would be his priority as soon as he took office. he's saying that some of these benefits in particular another round of stimulus checks to the tune of $1,400 are going to go out to americans starting this month itself. so i think while this is just one of his priorities since he took office, it is a big victory for the white house because it was vital for them to pass the relief package and for it to not really change in a way for them to propose. the price tag $1.9 trillion is what biden proposed and what he campaigned on. >> let's talk about the details. it is notable of what did not change and

you're watching cnn. i'm brooke baldwin. >>> we start the show with promising new findings about a fourth vaccine against covid-19. astrazeneca says its shot was found to be 79% effective against symptomatic and 100% effective in preventing severe disease and hospitalization. this is in a u.s.-based trial. the company says there were no safety concerns whatsoever. here's the but. several european countries, though, had temporarily suspended use of astrazeneca because of reports of blood clots in a small number of vaccinated people, but the company says, an independent committee found no increased risk of blood clots. astrazeneca is now preparing to apply for emergency use authorization here in the u.s. and a little bit more good news for all of us today. the number of new covid cases is continuing to drop and the u.s. is now averaging 1,000 deaths a day. this is down 26% since last week. cnn's alexander field has more. >> reporter: a vaccine plagued by weeks of controversy now showing positive results in
