i am running the office of intelligence for dhs. we have a small role in the process, but i am not qualified to speak about the whole process. it is fairly complicated. i am happy to have secret service reach out to you if you would like me to follow up with that. >> i think it is really important for us to understand what the processes are. we had asked has been pointed out, the vice president elect, all members of congress at one location at an event where there was clear intelligence that might turn violent, and there appears to have been no communication or effort by dhs to designate this in a way that would have the security we are now standing about, stood up ahead of time. i want to turn to ms. sanborn. according to a recent report, the fbi has charged hundreds of people associated with the events on january 6. date in relation to the attacks of january 6, how many were already under investigation by the bureau? >> i can give a specific number but i can only recall one of the individuals that was under investigation prior. >>

what about dhs? >> well, sure. i think all law enforcement agencies need to take a hard look at what they did leading up to the 6th and certainly on the day of. what i can tell you from the department is the information we have, the intelligence that we receive from the department of justice and others did not indicate that they were storming the capitol, not the information that i received. we had general intelligence to say that there was going to be a very large group, 25,000 to 30,000 folks likely to be counterprotests and that's the way we were gearing up. we'd seen really before the election day and after the election day. so we knew what was coming. this idea that you didn't have any idea of the magnitude of the event is just a false narrative out there. again, it's why we surged in individuals, dhs law enforcement and why we had national guard on standby. they were deployed elsewhere in the city for a variety of different reasons. and whether or not the capitol police had enough officers i think that, again

in october dhs released its first publicly available homeland threat assessment. which stated violent extremists specifically white supremacists would remain the most persistent and lethal threat in the homeland. the assessment also emphasized the breath of the extremist threat including the heightened threats from election violence. a week before the attack on december 30th co-authored a product with the fbi and the national counterterrorism center highlighting persistent threats to government facilities and law enforcement noting the perceptions of the outcome of the election could mobilize some extremists to commit violence in the coming months. additionally, conducted briefings and stakeholder calls before and after the election and leading up to january 6th. to share that information. moving forward, i want to underscore the department is prioritizing combatting domestic terrorism, specifically in nia we're working very closely with our dhs colleagues in the civil rights, privacy office and our own intelligence oversight office. to carefully examine how we ca

in your time at dhs, it's very important that intelligence is unaffected by politics. it's like the root information. did you get a sense that there was kind of a troubling cloud as reported in various sources including from the former head of dhs that there was this troubling cloud of political influence over the quality or the kind of determination of how intelligence was presented to officials? >> um, i can say that ina's report did not change. we did not change our assessments based on any political pressure or interference. we did publish the homeland threat assessment. it's a publicly available document that does state that white supremacists are the most persistent and lethal threat to the homeland. >> so, did you ever feel any pressure or receive any encouragement, even kind of in a less informal way, i'm not talking about a written document, that you needed to be very careful about kind of refine the threat posed by white supremacists? >> i did not personally receive that. >> and do you consider brian murphy's report that that type of pressure was applied to b

so, could you say a little about your time as a general counsel at dhs? >> absolutely. and thank you for including me in this discussion and in this program. it's extremely important topic. yeah, my experience at dhs for me was a shift that's focused because i had-- most of my career had been within the justice department focusing on purely domestic type issues, and what i took away from the dhs experience was really kind of thinking of the security realms in really three categories, but the foreign or international as you alluded to and then the border area. and then the domestic interior issues. and in each of those realms or zones have dinner sets of governmental authority associated with them and different restrictions, legal, constitutional. so for dhs, i would say it's -- it sort of fills the gaps between what have been the primary areas of other agencies, both at the federal and local level. the border is certainly an important sort of area where it operated-- operates at, but also, inside the country and it's homeland security mission, really, just to sort of ti

and dhs is saying tonight that's the wrong approach here. you need to take all of these threats and all this chatter pretty seriously. we're seeing that at the capitol tonight, wolf. >> she's the capitol police chief, pittman. we got new details, andrew, on the january 6th response during the testimony today. there was this delay. this is hard to believe. more than three hours in deploying the national guard. the commanding general was constrained in what he could do without permission. there was a discussion of, quote, optics. they were nervous about how it would look on january 6th if national guard troops went up to capitol hill. what does that tell you? >> really fascinating testimony today, wolf. there were really two issues at play there. first, there was a quick reaction force of national guardsmen, which is typically available to the commander and which had been basically held back. on the 5th he was instructed by the secretary of the army that he did not have authority to deploy that force as needed. that slowed them down. and also

>> well, i think that the joint bulletin is coming from a number of people at fbi and dhs who analyze a lot of the chatter they see online, a lot of the groups that, you know, went to sort of the more far flung corners of the internet after they were deplatformed after january 6th from more of the main stream platforms. they're watching a lot of that. let me just read to you, chuck, what was read to me by a senior law enforcement official who had knowledge of this bulletin that went out late last night around midnight. he said the perception of election fraud and other conspiracy theories associated with the presidential transition may contribute to domestic violent extremists mobilizing to violence with little or no warning. so what they're describing here is this overall threat environment that has certainly been heightened since january 6th but they do name march 4th, tomorrow, as a day because of this qanon conspiracy theory that somehow that is the day that president trump is going to come back and be inaugurated because that was the day as you know historically i think back into
