everyone can say that congress is just dysfunctional. -- see that congress is just dysfunctional. we have to make some pretty major changes to try to facilitate the conversations that are going to be able to solve these big problems. immigration, health care, debt, spending, these major challenges, we are not going to get a party line vote ever to fix these challenges. we have to work together and find a way to get good policy based solutions to fix these big problems. so far we've gotten about a third of the recommendations implemented. one of the big things -- we were very concerned about orientation. i often joke, i thought they were kidding when they told me to get on the republican bus. i was like, is this real life? are you really going to tell us republicans and democrats have to be separated during orientation? that is starting off on the wrong foot. we already and meant a number of recommendations regarding orientation -- implemented a number of recommendations regarding orientation. i think it is challenging to implement those during the pandemic. i think it is something

there was a debate before congress in congress decided somebody in prison at the time could be easily required to do so. just give them the notice on release so there is no question of having to track people down. no questions as to whether or not there was ignorance as an excuse. congress could not figure out at this particular time whether they wanted this rule to apply retroactively. not to punish people that did not register before the act, but to make sure people that released it before would be given notice and then required to register. that is a very hard question. they decided to delegate this issue to the attorney general. maybe he would do a detailed study and try to take advantage that the executive branch had which is sort of the ability to deal fact-finding and one way or another which congress cannot do the attorney general just did it. i think it ought to be retroactive. this was an illegal delegation. two responses to it. i think that it is worth mentioning both. this is a criminal case. if you want to talk about it present you know of liberty, there was a flow of ami
