even senator mark warner saying i've had my calls returned quickly but even i'm not sure who's making the decision. what is your impression of where you stand this morning? >> i think the president is making the decisions. when we went to the oval office, six of us, to talk about bipartisan infrastructure passionatpackage, he tasked us e back with something close to $1 trillion in the scope that we as republicans feel constitutes infrastructure. also we could spread it over an eight-year period of time and that's exactly what we have done. we have a great basis for this because we just passed a surface transportation bill unanimously out of my committee with senator carper as the chairman. i think we are building those blocks toward a really solid infrastructure package that has bipartisan support. we are responding to what the president has said. just the day before yesterday, he told me, "let's get this done." i think it tells me that his heart is in us. we have had some back and forth with his staff as they've pulled back a little bit, but i think we are smoothing out those edges.
