in a joint statement cory booker, tim scott, and karen bass announced a tentative deal. they announced in part, we have reached an agreement on a framework addressing the major issues for bipartisan police reform. there is still more work to be done on the final bill, and nothing is agreed to until everything is agreed to. two key sticking points have come up, first is the qualifying immunity which protects officers from being liable while on duty. the other is called section 242 and that's the criminal standard to convict police officers. joining us now, white house correspondent for politico and co-author of the playbook, eugene daniels. he's also an msnbc contributor. eugene, thank you so much for being here. let's talk through these negotiations here because there still is optimism, i think, on both sides. we've heard it a little more from republicans, which has been the case throughout the process. the risk, of course, to leaving while this bill gets written is that the groups who have vested interests in each side and democrats have been talking to many on their si

karen bass and tim scott leading that. >> reporter: yeah, it's different, rosier language. i've been talking to the negotiators over the last several weeks. they've been saying various things, they're getting close or setbacks in the talks. it's been going on and on for months. this is the first time they have reached an agreement on a framework. but they do not have a feel yet among these group of negotiators, and they certainly don't have a bill that they have written and they don't have anything that has been accepted by house republicans, by senate republicans, senate and house democrats. so there is a long way to go. that's still key sticking points, namely how to bring civil lawsuits against police officers who are protected now by the qualified immunity standard. there have been discussions about compromised language on that. other issues as well remain on the table, but that qualified immunity issue remains the sticking point. so can they get there? a big question, but the difference in tone among the negotiators today. >> which is something all americans want to ce

tim scott, cory booker, karen bass have been optimistic in the last few weeks. has that changed? >> reporter: poppy, they have set really a june deadline for themselves, hoping they can wrap these negotiations which have gone on for months now in the next couple of weeks. they are stuck on a key question of whether or not to change the standards in which you can charge a police officer with a crime. what they're arguing about here is known as section 242. it's important because a lot of republicans argue they thought democrats and republicans in these negotiations had decided to set this issue aside in hopes that they might be able to work through other issues like qualified immunity which basically means that you cannot currently charge a police officer in civil court. there had been kind of an agreement that was introduced by senator tim scott that what you might be able to do is charge the police department for that civil crime. obviously, that would be something that might be a middle ground. but this issue of whether or not you're going to change the standard of when a polic

karen bass, as you know, has been the point person from the house side. is this long negotiation to get the george floyd bill passed going to fail? >> i hope not. i really have been working closely with congresswoman bass. i've had discussions with both senators scott and booker and i've talked to sheriffs to see when we can do behind the scenes to find common ground. look, we want police officers to feel free to do their jobs and we also want people in the community to feel that police officers are there to protect and serve and one of the best ways i know to do that is to maintain accountability. nobody wants to fear a police officer. we do want to be supportive of police departments and we aren't going to get that if people don't feel that they are going to be accountable for their actions. i grew up in -- and i think everybody expected a certain kind of conduct from a pastor. we should be able to say the same about police officers and when that conduct is violated in any way, it plays a process about which we can hold them accountable. >> i want to as

i actually talked to karen bass, congresswoman, working on that team that's been trying to hash out this framework to get something done. and in a bipartisan manner. i caught her in the hallways of congress yesterday. and she remains pretty tight-lipped about the progress that the group has made so far, basically, they put out a press release last week that said they still disagree on a variety of issues after working on this for months now. i had sources telling me that tim scott was telling local officials and lawmakers in south carolina, that he thought that he might be able to get nearly 20 republican votes on this. others in washington, d.c. were highly skeptical that mitch mcconnell would allow that to happen. sort of the thinking being that republicans, you know, fighting to win the majority back, would be reticent to give joe biden a win on something like this. and lawmakers have expressed, especially republicans, have expressed a lot of reticence to sort of making these concessions, especially on issues like qualified immunity, leanne gets into, in her piece. but now that crime

one of the lead democratic negotiators on capitol hill on policing reform, congresswoman karen bass, democrat from california, she says she is worried the spike in crime could make it harder to reach a deal. do you agree? >> well, we don't want people to conflate the two. and we support the george floyd justice and policing act. but we also support investing in the city so they can replenish the city and who is using the s guns and how do we do it in a manner that we employ violent crime interrupters. so we want to do it in a very smart way and we need the police to have a better relationship with the communities. we need constitutional policing and we need our communities to trust our police, so i'm glad that they are still negotiating and working together, both democrats and republicans on it. but we have to do this in manner that is comprehensive, which includes encouraging people to hyp hire ex-offenders and we really believe in order to do it, you have to prevent the crime from happening and when it happens, support the police so that they can solve it and move on from there. >>

bass in the house, as far as democrats are concerned as well. and talks haven't broken down yet. i'm told by my sources that of course qualified immunity is the remaining issue, the most difficult issue that they're trying to come to an agreement on, but everyone is in agreement that these talks are not going to drag on forever. there is a really good sign there could be some big bipartisan deal that is reached. the question, though, is tim scott going to bring along nine other senate republicans in order to pass this? and all indications point to that they are mostly going to follow his lead, but, of course, we have to see a deal first. as eugene was mentioning, infrastructure that's still in the ether, that's going to be a months-long process, but there could be something there, geoff. >> it is definitely infrastructure week. thank you both for the reality check. >>> making up for lost time in the classroom. we'll go to one school where summers are seeing a record rise in enrollment. >>> donald trump in the political fray and he's still -- sti
