comparison to pg&e. and as that compareson has grown, we've had to reduce our rates to stay into the same margin to be competitive with pg&e. go to the next slide. so our policy up until now has been we kept a close eye on that, we've delegated authority to the general manager, the set rates for clean power sf because pg&e changes their rates so often throughout the year that we like to be able to react in real time to follow them right now our delegated authority allows us to set rate its within plus or minus. what that's resulted in has been two rate changes since 2019 when the current authority was set. we had to decrease our rate. this is obviously going to lead to some pretty serious financial difficulties which is on the next slide. if we keep our plus or minus 1%, we can at most be 1% over the pg&e rate. this slide is showing what our annual operating margin, that's our net revenues would be for fiscal year and net funding balance. this strategy really will not work. it results in some pretty sign

pgs notified the city of napa that may be required to turn off power as pressure is put on the grid. here's what we know right now. power may be turned off in the city of napa. for one to 2 hours in a series of rotating block outages. the decision to conduct the outages will be made by cal iso, which is the grid operator pg e is strongly encouraging people to conserve energy as a power alert is in effect right now. it started at 5. but they're also saying customer should be prepared for a potential outage. the power alert is in effect until 10 o'clock tonight and it will go back into effect tomorrow night from 6 until 9. so here are some ways that you can conserve energy right now. those steps include setting thermostats to 78 degrees or higher. avoiding the use of major appliances and turning off unnecessary lights. we of course will be monitoring the situation in napa all night. and we'll bring you a live report tonight on kron 4 news at 8 o'clock. and we have team coverage of the heat wave tonight as the bay area saw triple digit temperatures for the second day in a row, it was ho
