my name is ben rosenfield, and i'm the city controller, and there is a slide that describes the our city, our home website. a little bit of background. the voters adopted baby c, the homeless tax receipts ordinance in november 2018, but then, we were immediately challenged in court by a taxpayers association suing the city, claiming that it wasn't properly established. our offices, our charter obligation worked the taxes to be collected, but they weren't available for the mayor and board to spend during the period of the litigation, and it's related to the fact that if the city would have lost that litigation, we would have owed hundreds of millions of dollars to the taxpayers. dooduring that period of time, the mayor and the doctors took a number of steps to commence augmenting these programs using the general fund. we're going to expense the money on new programs during this period, and if the tax became available in the future, meaning the city was successful in litigation, they would be reclassified into the our city, our home fund. next slide, please. as described in the memo, we've
